Your request for revisions to the parking lot at Maplewood Special Education Center
cannot be approved as submitted because it does not meet current Edmonds Community
Development Code requirements.
As you discussed with Gordy Hyde this morning by phone, the plan should be revised
to reflect minimum drive aisle width of 24 feet. The City of Edmonds requires that the
minimum parking stall size is 16'-6" by 8'-6" wide. Stalls for ADA requirements are
required to be 18'-0" by 8'-0" wide with a 5'-0" barrier free area that can be shared with an
adjacent stall.
The above requirements would indicate that a total dimension of 180'-6" is required
and only 175'-0" is provided. John Bissell has determined that the additional 5'-6" can be
taken out of the landscaped areas without having to take the plan to the Architectural
Design Board for review.

The Engineering Division reviewed your revised civil site design submittal of March 21, 2000.
The review team notes the following revisions/corrections. Please contact the review team
members directly for questions regarding their comments.

completeness comments, while the bold notes reflect my comments from the 3121 submittal.
Please also see copies of redlinedplans and redlined responses on copy ofyour 3117 letter.
Stormwater Report and Calculations
Revise/correct storm drainage report and calculations as noted. (March 21 submittal not
complete)
a. The narrative as supplied in the revised report is adequate for the map area request. As a
minimum requirement, the following hydraulic calculations listed need to be added to the report
from the original request. The control structure #1 is for the design of the entire site to show the
release rates and detention performance for the site. The hydraulic calculations need to verify
the actual performance of the (2) detention systems to verify peak stages of the capacity for the
design parameters.
b. Control structure #2 - run the level pool analysis for the wet pond for the developed site
discharge at the 100-year, 24-hour event with the release rate of the 10-year, 24-hour event. Use
the elevation of the top of the dead storage as the base line to check the peak stage. Show the
actual detention design used with this oriflce design.
c. Control structure #1 - run the level pool analysis for the pipe detention system for the developed
site through the system. Show the actual detention system design used with this orifice design.
Please clarify in the - report how water will flow through 3960 LF of pipe at 0%. If this is
designed to pressure flow, provide those ' calculations. It is unknown if the intent is for the 36-
inch pipe under the swale to be part of the detention calculations. Please clarify how CB #8 is to
function in the system performance of detention.
d. Flow splitter structure - The plans and the report calculations do not match for the baffle weir
sizing and elevations.
e. Swale — Please provide the 100-year capacity analysis as previously noted.

from sand filling the rock voids. (Not done) Discuss the possibility of this interaction
sealing the soil strata preventing longer-tenn infiltration. Provide preventative design
measures, maintenance procedures and discuss how inspection should be made on the
maintenance schedule.

to the report. The overflow route still needs to be defined for impacts to adjacent properties.
Verify that the hydraulic calculations were checked for maximum HGL at control
structures from the wet pond to the outfall. (Not done; see #2)

The swale does not show detail for TESC or function for TESC. Show grade and catch
points. Unable to identify erodability, velocity, capacity or need for checkdams. (Put a

The biofiltration swale does not infiltrate as sediment pond drains to it. (Resp I onse ok

CB#7 — complete the detail design for all elevations, flow directions, angles and structure

a. Flow splitter detail. This is not complete. The detail shows a type 1 and a type 2. It is important
to verify that the angles and the pipe sizes will fit, and that the contractor knows all elevations
and the intended flow directions.
Profile the storm system showing matching systems, pipe inlet and outlet elevations,
utility crossings and minimum cover. (Not done; requiredfor allprojects)

The Engineering Division reviewed your civil site design. The review team notes the following
revisions/corrections. Please contact the review team members directly for questions regarding their
comments.
• Revise/correct storm drainage report and calculations as noted.
• Within the report, show the hydraulic calculations on the system network that includes a map of
the catchment areas (sub -basins).
• Assumptions and design constraints need to be shown for both control structures, flow splitter
design and temporary sedimentation pond.
• There are three Swale areas shown, or two swales and a ditch/culvert system. Please state as part
of the network design criteria, hydraulic calculations for biofiltration and capacity, and show on
the schematic. Comment in the narrative the performance as a complete system.
0 All invert elevations need to be consistent with the plans.
Provide the engineering soil analysis and design for the infiltration/storage facility. Include the
separate hydraulic calculations that work within the network. Discuss any subsurface impacts to
the adjacent properties. Show potential overflow impacts from system failure or oversaturation.
Address the clogging potential of fines from sand filling the rock voids. Discuss the possibility
of this interaction sealing the soil strata preventing longer-terrn infiltration. Provide preventative
design measures, maintenance procedures, and discuss how inspection should be made on the
maintenance schedule.
Verify that the hydraulic calculations were checked for maximum HGL at control structures
from the wet pond to the outfalL
• The Swale does not show detail for TESC or function for TESC. Show grade and catch points.
Unable to identify erodability, velocity, capacity or need for checkdams.
• Per detail, plastic is being used to cover stockpiled material. Route runoff so as not to impact
downstream property owners.

• Provide construction sequence. (Is incomplete as shown on C2.2.)
• Provide as part of construction sequence; parking to remain on site. TCP required during
construction showing staging area.
• Add street sweeping requirements to general notes.
• Show that maximum depth of sedimentation pond is possible and need for safety considerations.
• Protection fence as shown goes through the sedimentation pond.
• Show tire wash area, or pad for large earthwork construction.
• Show all pipe calls and invert elevations, including culverts and pipe outfalls.
• Show where pipes and catchments drain to and from.
• The biofiltration swale does not infiltrate as sediment pond drains to it.
• Fence ballfield to restrict access.
• Add soil stabilization note as attached.
• Revise sedimentation pond section note as indicated.

• CB#7 — complete the detail design for all elevations, flow directions, angles and structure type.

• Finish the routing of CB#1 to existing CB#4. Show existing system. Check all existing invert
elevations are shown.
• Check the structure notes for completeness and clarity.
• S�ow the invert elevations of the infiltration/storage facility.
• Minimum cover on storm pipes is 24".
• Provide additional information on baffle detail.
• Provide information on the detention pond control structure in the design report.
• Revise other details as indicated.
Place riprap at pond inlet.
Specify planting material for pond
Clarify water surface elevation for pond.
See comments in the design report regarding detention field.

• Show right-of-way impacted area during construction activities and proposed restoration area for
the TCP with the required right-of-way construction permit.
• Show where pedestrians are sent during construction. There is no walkway on the opposite side
of the street.
• Provide easement or deed for pedestrian access.
• Provide detail for island by bus pullout.
• Call out radii for high traffic load driveway detail.
• Specify maximum slope of handicap ramps.

• Curbing at southwest comer of parking area conflicts with the three directions.

• Remove the existing single check valve assembly. If the City is to maintain and own the water
system, an easement must be provided. If the School District is to own the main, then a double
detector check valve assembly must be installed at 200' St. S.W. and 84" Ave. W.
• Existing 6" water main mu st be replaced with an 8" DI water main.
• Replace indicated fire hydrant assemblies with hydrants that meet current Edmonds standards.
• Add valves as ghown.
• Add sewer cleanout as indicted.
• Revise notes as indicated.
When the revisions are complete, please return the attached redlined plans and report together with three
sets of revised plans and three drainage reports for additional review. It will be necessary to provide a
construction cost estimate for City staff to determine the amount of Engineering Division fees. If you
