The review comments are numbered on the letter and have been addressed in italics as follows: GENERAL 1) Submit ROW Permit Application form. The application will be submitted along with the submittal. 2) Submit Side Sewer Permit Application form. The applicatíon will be submitted along with the submittal. 3) Include a City Engineering Division approval block on all plan sheets. Refer to sample on City website. A new approval box has been added to all sheets based on the website sample. See all sheets. 4) Include General Construction Notes. Refer to sample on City website. Please change the WSDOT/APWA version to the curent year. General Construction notes have been added. Please complete the covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Record Drawing requirements. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction, final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. The covenant is included with the submittal. 6) Show all City easements. There is a 16 ft utility easement down the center of Cary Rd. There is also a sewer easement up to and approximately five to ten feet past the public sewer cleanout in the northeast comer of the lot. See Edmonds GIS Map easement layer for more information. The 16' utílity easement h(ts been shown along Cary Road. The l}-foot sewer easement located to the northeast of the property does not appear to be located on the site. A review of this property title did not show the easement. The ffiite easement recorded under Auditor's file number 1747992 has been shown on the map. 7) Showhaul routes The contractor will plan haul routes prior to the start of construction. 8) Show proposed fence and gates. A proposedfence and gate are shown. 9) Re-label the garage to reflect its intended use. Add a note stating that there will be no vehicle access. The plans have been revised to include driveway access to the north side of the garage. See revised plans. DEMO 1) If the existing side sewer is to be re-used, the line must be cut and capped a minimum of 20' from existing and/or proposed foundation, whichever is closest to the property line. The side sewer is now proposed to be replaced to the property line in the northeast corner of the lot. See sheet Cl. 2) If the existing water service line is to be re-used, the line must be disconnected at the meter during construction. Please install a hose bib with an AVB at the meter during construction. General: It appears that an existing garage is being retained and represents an existing unmitigated impervious surfaces subject to the retrofit requirements of ECDC. 18.30.060.D.5.b.i; update plans & report to reflect this requirement and provide 25%ó mitigation of existing impervious surfaces to remain. The existing patio to remain have been qdded into the permeable pavers calculations. See page 18 of the drainage report and sheet Cl. The existing garage already infiltrates and wíll continue in the proposed scenario. 2. Drainage Report: Expand the upstream analysis to describe the existing runoff from Carry Rd; update developed conditions section and plans as needed to address impacts of these flows (ie, install AC berm, preserve thickened edge, maintain sheet flow onto site, etc). a. If a new drainage control mechanism is proposed (ie. install AC berm), the impacts on downstream properties must be assessed. b. If taken on-site, the impact of run-on flow to the proposed BMPs should be assessed. The upstream analysis has been revised to discuss Cary road'sflow. See page 13 of the drainage report. 3. Drainage Report: Expand the downstream analysis to provide more description of how dispersed flow will enter the conveyance system and any impact from surface flows in between those points and to address if all site flow truly end up in this conveyance system. a. It appears the north trenches will discharge north of this system and bypass it; update analysis as needed. C2: Add a note to this sheet stating that the contractor shall install amended soils per BMP T5.13 for all disturbed pervious areas on site and reference the detail provided on sheet C3. A note has been added. See sheet Cl 16. C2: Show additional grading information (or drainage improvements) to address, or to more clearly show, the following concerns: a. It appears portions of the west-most patio, walkways, and portion of driveway will drain away from the structure to the roadway without any proposed collection point. It is unclear how these surfaces are collected and routed to the mitigation BMPs; update grading, add collection points, and/or update drainage plan to reflect this condition and account for these surface areas. It is not clear where the area west of the structure between the roadway changes from drainage to the west versus drainage to the mitigation BMPs to the east and likely results in a local low point somewhere in this transition; update or address as needed.
