2019-0429 Talbot ADU DATE: May 28, 2019 TO: Kevin Talbot FROM: Eric Carter, Plans Examiner RE: Plan Check: BLD2019-0429 Project Address: 907 Dayton ST. Scope: ADU, R-3, VB Construction. Please be advised that the building plans for the above referenced project have been disapproved for the purposes of obtaining a building permit. During a review of the plans by the Building Division for compliance with the applicable building codes, it was found that the following information, clarifications, or changes are needed. Reviews by other divisions, such as Planning, Engineering, or Fire, may result in additional comments that require attention beyond the scope of this letter. Items that recur on this list appear in italics. A complete review cannot be performed until the revised plans/documents, including a written response in itemized letter format indicating where the ‘clouded’ or otherwise highlighted changes can be found on the revised plans, have been submitted to a Permit Coordinator. Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall. Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays. General: 1. The primary residence and the proposed ADU must act as independent dwellings. Please indicate on the plans where the electrical panel, water shut off, and heating appliances will be located for each dwelling. These locations must be readily accessible to the dwelling they service without having to access through the adjacent dwelling. Please indicate on the plans where the water shut off(s) and electrical panel(s) will be located for the primary residence and ADU. 2. The submitted plans sheets do not appear to have been numbered. Please provide two sets plans with pages that have been numbered in numerical order. 3. The proposed plans mention that new wireless interconnected smoke detectors will be installed. The Primary Dwelling and ADU must also have Carbon Monoxide detectors installed as well. Please indicate the location of the CO detectors on the plans. The notes provided appear to have the intentions noting the appropriate page number per line item but the page numbers do not appear to have been included. Please label the pages and add to the notes. 5. The notes on the proposed plans appear to indicate that an electric dryer is to be installed for the ADU. Plumbing permit BLD2019-0436 indicates a gas line was installed for a dryer. Combustion air will be required to be provided to a fuel burring appliance. Please clarify and indicate on the plans. 6. The closet provided for the washer and dryer will require a minimum of a 50 CFM local exhaust fan in accordance with M 1507.4 of the 2015 International Residential Code. Please indicate on the plans. 7. The kitchen range will require a minimum of a 100 CFM exhaust fan vented to the exterior in accordance with M 1507.4 of the 2015 International Residential Code... Please indicate the local exhaust fan on the plans. 8. The proposed ADU will require “whole house” ventilation in accordance with M1507.3 of the 2015 International Residential Code. Please indicate how the requirement will be achieved on the plans. 9. The proposed plans indicate electric wall heaters as the primary heating source. Section R403.7.1 of the Washington State Energy Code requires an inverter driven ductless heat pump to be installed in the largest zone of the dwelling unless the total wattage of the heaters does not exceed 2KW. Please clarify and indicate on the plans. I have reviewed the most recent WSFU tables sent via email on 5/21/19. The provided information is in compliance with Appendix C of the 2015 UPC. A ¾” water meter with a minimum of a 1” water line will be sufficient. Please add the provided tables to the plans. Upon review of the resubmitted documents, additional comments may be generated.
