Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. Comments 1 — December 10, 2019 Comments 2 — March 5, 2020 GENERAL 1) March 5, 2020 — response comment letter states a ROW permit application will be submitted for approval as required. 12/10/2019 comment - A right-of-way permit is required to perform work within the City right- of-way (ROW). A ROW Permit Application shall be completed by the contractor and submitted to the City prior to issuance of the building permit. 2) March 5, 2020 — response comment letter states the application was included with the most recent submittal, however, I was not able to locate the application within the permit set. My apologies if it has been misplaced. I kindly request that this be submitted again. 12/10/2019 - Submit Side Sewer Permit Application form 3) ok 4) ok 5) ok 6) March 5, 2020 — Response comment letter states the covenant will be finalized once the design is accepted by the City. 12/10/2019 comment - A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the enclosed covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Record Drawing requirements. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction final, location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. 7) March 5, 2020 — The plans (Sheet C3) still only shows one water main and one sanitary sewer main. Please revise as requested. The following is provided from the City's GIS map (www.maus.edmondswa.gov) as a reference only. Locations shown are approximate. LA w ka 0 m 12/10/2019 comment - Show all City public utilities adjacent to the site. This includes 2 City water mains, a City sanitary sewer main, a sewer main owned and maintained by Olympic View Water and Sewer District and any dry utilities. 8) March 5, 2020 — Response comment letter states the plans will be reviewed by the Geotech for consistency once the design is accepted. 12/10/2019 comment - Please provide a written response from the geotech that the civil construction plans are consistent with the geotech report and recommendations. SHEET C1 — CIVIL COVER SHEET 1) ok 2) March 5, 2020 — Comment partially addressed. Please include contact numbers for each of the utility purveyors. Please correct "South Sound Fire" to read "South County Fire". 12/10/2019 comment - Include contact numbers for Utility Purveyors and include info for dry utilities — power, phone/cable, gas as well as South County Fire. SHEET C2 — CSWPPP, TESC AND DEMO PLAN 1) ok 2) March 5, 2020 — Response letter states clearing limits will be revised on final plans. 12/10/2019 comment - Clearing limits will encompass additional area within the right-of-way, specifically in the area of the water meter. Additional frontage improvements may need to be replaced as well. Refer to comments under Sheet C3. 3) ok 4) March 5, 2020 — See notes below: Page 2 of 4 12/10/2019 comment - Existing water and sewer lines shall be shown from the City main to the property line and from the property line to the existing home. The following shall be addressed through notes on the plans, specific to the demolition aspect of the project: a. March 5, 2020 — The sanitary sewer line has not been shown on this plan sheet. Project Note #9 is appropriate, but the utility line shown in plan view is the gas line, not the sewer. 12/10/2019 - The sanitary side sewer shall be cut and capped at the property line or at minimum at least 20-ft from the existing and/or proposed foundation. If sewer is not capped at the property line, the location of the stub shall be clearly marked with a 2x4 stake during construction. b. ok 5) ok 6) ok SHEET C3 — CIVIL IMPROVEMENT PLAN 1) ok 2) March 5, 2020 — see notes below: 12/10/2019 comment - As indicated by the Fire Department and noted on the plans, a fire sprinkler system is required for this property. Typically if there is an existing water service line from the watermain to the meter, the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. Revise plans as follows: a. ok b. ok c. March 5, 2020 — Water service line shall be shown to the house. 12/10/2019 comment - Please show a 1-1/2" water service line to be installed from the back of the meter to the house. d. March 5, 2020 — Please label pipe material. 12/10/2019 - Please label the pipe material and note tracer wire to be installed on the water service line (unless copper pipe is used) e. ok f. ok g. March 5, 2020 — for clarification, please add note or revise Project Note #4 to state the City will perform the tap on the City water main and extend service to the property and set the meter. 3) March 5, 2020 — Please show dry utility connections in the right-of-way. 12/10/2019 comment - All utilities are to be shown from the city main line/lateral to the structure. This includes dry utilities, such as power, phone & gas as well as complete water and sewer systems. 4) ok 5) March 5, 2020 — Please revise the second half of Project Note #5 to clarify the Edmonds Public Works Sewer Division shall be contacted to schedule an inspection of the sanitary sewer lateral. 12/10/2019 comment - With a proposal to reuse the existing sewer lateral, the City's Public Works Department will need to TV the lateral to determine if it is acceptable to re -use. Add notes to the plans to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection. Please note, a good time to address this is when the sewer is capped for demolition. If it is determined that the sewer lateral is not acceptable to reuse, the contractor shall be Page 3 of 4 responsible for replacing (or lining if the line condition allows for) from the City sewer main to the property line. 6) March 5, 2020 — see notes below: 12/10/2019 comment - With regards to the sanitary side sewer, the entire sewer run shall be shown from the main line to the house. a. ok b. ok c. March 5, 2020 — Please show cleanout on the right-of-way side of the property line. 12/10/2019 - A 6" cleanout with 12" cast iron lamphole cover, per City standards, will be required on the right-of-way side of the property line. d. March 5, 2020 — Response letter states the depth of the sanitary sewer at the property line was assumed to be 4-ft. Please add a note to the plans that clearly indicates this assumption and requires field verification prior to installation of the sanitary sewer system. 12/10/2019 - Provide invert elevations at the cleanout at the property line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. 7) ok 8) ok 9) ok 10) March 5, 2020 — Plan revisions have been made to show adjustments to a portion of the driveway on private property, however, notes have not been added to the this effect. Clarifying notes would be useful. Please revised accordingly. 12/10/2019 comment - The project indicates removal and replacement of the driveway approach, which is required to comply with ADA requirements. The plans also indicate the existing driveway will be retained, however; with the driveway approach revision there could be a conflict in elevations. The proposed new driveway approach will drop the elevation of the east side of the sidewalk in comparison to the existing. For this reason, the existing driveway will need to be re -graded. Revise plans accordingly. 11) March 5, 2020 — Please revise Project Note #3 to include notes under the first bullet point of (d) below. In addition, please add notes indicating additional restoration requirements should the sanitary sewer lateral need to be replaced. 12/10/2019 comment - Revise plans to show restoration of sidewalk and roadway as needed. Things to consider: a. New water service line — street and sidewalk restoration b. Potential replacement of sanitary sewer lateral c. Other dry utilities being brought to the site? d. Restoration of utility patches as follows: • Utility patches shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. • Please add a note to the plans that all final restoration within the right-of-way shall be completed by the contractor not the City of Edmonds. e.
