Please submit revised plans/documents including a written response to each item below. Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall. Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon. City of Edmonds handouts, standard details, application and other forms, and development code may be referenced on the City website: www.edmondswa.gov under Services/Permits and Development. GENERAL 1) A right-of-way permit is required to perform work within the City right-of-way (ROW). A ROW Permit Application shall be completed by the contractor and submitted to the City prior to issuance of the building permit. 2) Submit Side Sewer Permit Application form 3) Include a City Engineering Division approval block on all plan sheets. 4) Include construction sequence. Refer to sample on City website. 5) General Construction Notes and Project Notes have been provided on various plan sheets and in some cases repeat information already provided. The City will not require you to condense notes, but am noting the opportunity to do so. Comments provided here pertain to all notes sections: a. Revise reference to WSDOT specs to state either 2018 or current. b. Notes pertaining to keeping the street clean shall be consistent if provided in more than one section. Direction does not need to be given by a professional engineer to vacuum sweep the street. c. There is no storm system or catch basins within the public right-of-way within the vicinity of the subject property. Any catch basins installed on site shall be protected, regardless of the season in which construction occurs. d. The plans do not show any trees to be protected. If there are trees to be protected, please show. Otherwise, revise notes accordingly. e. The plans do not reflect any easements on the site. If there are easements, please show and provided recording numbers. Otherwise, revise notes accordingly. 6) A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the enclosed covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Record Drawing requirements. The document must be complete, but will not be recorded prior to permit issuance. Prior to construction final, location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. 7) Show all City public utilities adjacent to the site. This includes 2 City water mains, a City sanitary sewer main, a sewer main owned and maintained by Olympic View Water and Sewer District and any dry utilities. 8) Please provide a written response from the geotech that the civil construction plans are consistent with the geotech report and recommendations. SHEET C1— CIVIL COVER SHEET 1) Remove notes on this plan sheet pertaining to frontage improvements. For clarity, all frontage improvement requirements should be shown on Sheet C3. 2) Include contact numbers for Utility Purveyors and include info for dry utilities — power, phone/cable, gas as well as South County Fire. SHEET C2 — CSWPPP, TESC AND DEMO PLAN 1) The title of this plan sheet indicates it is also the demo plan; however, structures, improvements, etc. have not been identified as "TBR". For clarity, the proposed SFR does not need to be shown. Instead, show all existing improvements and label those improvements that are to be removed accordingly. 2) Clearing limits will encompass additional area within the right-of-way, specifically in the area of the water meter. Additional frontage improvements may need to be replaced as well. Refer to comments under Sheet C3. 3) If there are any trees on the site that are to remain, orange protective barrier fencing shall be placed at the drip line of trees and in addition, around areas proposed for low impact development techniques, such as infiltration systems. 4) Existing water and sewer lines shall be shown from the City main to the property line and ftom the property line to the existing home. The following shall be addressed through notes on the plans, specific to the demolition aspect of the project: a. The sanitary side sewer shall be cut and capped at the property line or at minimum at least 20-ft from the existing and/or proposed foundation. If sewer is not capped at the property line, the location of the stub shall be clearly marked with a 2x4 stake during construction. b. The water service line shall be disconnected at the water meter and a hose spigot with AVB installed at the meter for use during construction. 5) Please show and/or describe the haul route. 6) Revise the Legend so labels and line types/symbols line up correctly. Page 2 of 4 SHEET C3 — CIVIL IMPROVEMENT PLAN 1) Revise sheet title to more accurately reflect what is depicted on this plan sheet. For example, "Frontage and Utility Plan". 2) As indicated by the Fire Department and noted on the plans, a fire sprinkler system is required for this property. Typically if there is an existing water service line from the watermain to the meter, the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. Revise plans as follows: a. Revise Project Note 49 to state a minimum 1" water meter and 1 1/2" water service line shall be installed. b. Show the water meter located in the right-of-way, such that the back of the meter is on the property line. c. Please show a 1-1/2" water service line to be installed from the back of the meter to the house. d. Please label the pipe material and note tracer wire to be installed on the water service line (unless copper pipe is used) e. Show that there is a minimum of 3' of horizontal separation between the water service and dry utilities (i.e. power, phone, gas, cable, etc.). f. A minimum of 10' of horizontal separation is required between water and sewer lines. 3) All utilities are to be shown from the city main line/lateral to the structure. This includes dry utilities, such as power, phone & gas as well as complete water and sewer systems. a. Show all utilities and required utility separation. Please add a note that a minimum of 3' separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm. Dry utilities shall be 5' from any City main lines. 4) Please add a note to the plans that the existing side sewer (that portion on private property) will need to be TV'd by the contractor and video must be submitted to the City for review and approval to re -use. 5) With a proposal to reuse the existing sewer lateral, the City's Public Works Department will need to TV the lateral to determine if it is acceptable to re -use. Add notes to the plans to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection. Please note, a good time to address this is when the sewer is capped for demolition. If it is determined that the sewer lateral is not acceptable to reuse, the contractor shall be responsible for replacing (or lining if the line condition allows for) from the City sewer main to the property line. 6) With regards to the sanitary side sewer, the entire sewer run shall be shown from the main line to the house. a. Label pipe material and size. b. Show a cleanout located within 2' of the house, at any 90' bend and when there is less than 3' between two 45' bends. c. A 6" cleanout with 12" cast iron lamphole cover, per City standards, will be required on the right-of-way side of the property line. d. Provide invert elevations at the cleanout at the property line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. Page 3 of 4 7) Provide a Hard Surface Area Chart that includes a breakdown for all the hard surfaces on the site. Provide the following information: Type of area Square footage Stormwater Facility Lawn and Landscape Roofs Hard surfaces 25% Retrofit 8) Consistent with Edmonds Community Development Code 18.80.060, driveway slopes shall not exceed 14% slope. Please confirm the driveway slope and add this note to the plans. 9) Add a note to the plans stating existing failing, damaged or non-ADA compliant frontage improvements shall be removed and replaced as determined by the City Engineering Inspector. 10) The project indicates removal and replacement of the driveway approach, which is required to comply with ADA requirements. The plans also indicate the existing driveway will be retained, however; with the driveway approach revision there could be a conflict in elevations. The proposed new driveway approach will drop the elevation of the east side of the sidewalk in comparison to the existing. For this reason, the existing driveway will need to be re -graded. Revise plans accordingly. 11) Revise plans to show restoration of sidewalk and roadway as needed. Things to consider: a. New water service line — street and sidewalk restoration b. Potential replacement of sanitary sewer lateral c. Other dry utilities being brought to the site? d. Restoration of utility patches as follows: • Utility patches shall be combined and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. • Please add a note to the plans that all final restoration within the right-of-way shall be completed by the contractor not the City of Edmonds. e. The Owners of the Property agree that the Property contains one or more stormwater management facilities referred to as an "LID BMP," which was installed to mitigate the stormwater quantity and quality impacts of some or all of the impervious or non-native pervious surfaces on the property. "Low impact development" means development conducted in a way that seeks to minimize or completely prevent alterations to the natural hydrology of the site. Low impact development includes site planning and design to reduce alterations of natural soil and vegetation cover, minimize impervious surfaces, and specific practices that help to replicate natural hydrology such as permeable pavements, green roofs, soil amendments, bioretention systems, and dispersion of runoff. 3. The Owners shall maintain the size, placement, and design of the LID BMP as depicted on the approved site plan, Exhibit B, and design details shall be maintained and may not be changed without written approval either from the Engineering Division of the City of Edmonds or through a future development permit from the City of Edmonds. Chemical fertilizers and pesticides shall not be used where LID BMP is located. All costs of maintenance and repair shall be the sole responsibility of the Owners. 4. The Owners shall inspect LID BMPs annually for physical defects. After major storm events, the system shall also be checked to ensure that the overflow system is working properly. The Owners also shall maintain all LID BMPs so they function as designed on a year-round basis. 5. The City of Edmonds is hereby granted by the Owners the right, but not the obligation, to enter upon the Property described on Exhibit A at all reasonable times for the purpose of inspecting the private stormwater LID BMP facility. If, as the result of any such inspection, the City of Edmonds determines that the LID BMP is in disrepair, requires maintenance or repair, or is otherwise not functioning as provided in the BMP site plan, the City Engineer or his designee shall have the right, but not the obligation, to order the Owners to maintain or repair the same. 6. If the City of Edmonds determines that the LID BMP requires maintenance or repair pursuant to Section 5, the City of Edmonds shall provide notice to the Owners of the deadline within which such maintenance or repair must be completed. Said notice may further advise that, should the violator fail to perform required maintenance or make repairs within the established deadline, the work may be done by the city or a contractor designated by the City Engineer and the expense thereof shall be charged to the Owners. The City's officers, agents, employees, and contractors shall have the right, which is hereby granted by the Owners, to enter upon the Property described on Exhibit A in order to perform such work. The Owners shall bear the cost of all work performed. 7. The Owners shall indemnify, defend and hold harmless the City of Edmonds, its officers, officials, employees and agents from any and all claims, demands, suits, penalties, losses, damages, judgments, attorneys' fees and/or costs of any kind whatsoever, arising out of or in any way resulting from the approval of the LID BMP(s), the installation and presence of the LID BMP(s), and the acts or omissions of the Owners, their officers, employees, contractors, and agents relating to the construction, operation and maintenance of the LID BMP(s) on the Property, except for the City's intentional and willful tortious acts, and waive and release the City of Edmonds from any and all claims for damages and injunctive relief which the Owners may themselves have now or in the future, by reason of the construction, maintenance and operation of said LID BMP(s). 8.
