Our comments concerning the proposed layout are as follows: The location of the power as shown with respect to the water is acceptable. There is generally plenty of separation and the minimum is still around 4' where water and power are parallel for less than 20' in the area where the main turns east to connect with the existing. The provided sketch shows power in the north -south run roughly 3 to 4' away from the sewer. We realize that the site is constrained and have considered this situation that provides less than the more typical 5' separation between power and sewer. However, it should also be noted that the sewer is fairly deep in places and we are concerned with loosing backfill over/along the power conduit if the sewer is too close to the power and the main has to get dug up for any reason. The District will therefore require minimum 4' separation between the power and the gas to minimize these issues. The plan in places shows 4' between sewer and power, so this should be achievable. In the event that 4' separation can't be provided, the power trench must be backfilled with CDF with minimum 3' separation (outside to outside) between the sewer and the power. We have not been specifically asked to review the gas location, and you may not even be involved with it, but need to point out that the gas is shown nearly on top of the sewer. Note that the District can't allow the gas to be installed as shown. An alternative is to place it between the sewer and water with 5' separation to each utility. Let me know if you have questions. From: Peter Paulsen Sent: Wednesday, February 5, 2020 5:08 PM To: Cody Gray <CodyG(@ovwater.com> Cc: Marty Henninger <MartyPovwater.com> Subject: RE: 244th st short plat I Comment Update Hi Cody, This request (see below e-mail chain ending on 1/29/2020) has been sitting in my inbox for too long and I need to get back to John Williams; Note that we actually looked at this a while back (see below e-mail in blue) and that the original request inquired whether the power layout as provided was acceptable with the location of the water. The bottom line is that the location of the power as shown with respect to the water is acceptable. There is generally lots of separation and the minimum is still around 4' where water and power are parallel for less than 20' as the main turns east to connect with the existing. We should be fine with those conditions. Next sewer; up to this point the question and focus was on power — water separation, and in fact our original plan review and approval was only for the water plans (I believe the sewer was originally reviewed/approved by CHS). In any case, the sketch shows the power in the long, north -south run roughly 3 to 4' away from the sewer. Realizing that the site is very constrained, it is reasonable to consider less than typical 5' separation between power and sewer. However, there could be issues when we have less than the typical 5' separation if the sewer needed to get dug up, especially in the area where the sewer is fairly deep (-12.5'). We would be able to get a trench box in, but the material near the top may slough off, especially with backfill and road material being gravel. We could lose material over the power conduit and along its side if it is too close to the sewer. We would not recommend less than 4' separation between power and gas to minimize issues arising from having a dig -up trench top get too wide. The plan in places shows 4' between sewer and power, so this should be achievable. A separation as little as 3' (presumed outside to outside) may only be something to consider if the power trench gets backfilled with CDF to keep it together. The other, even bigger issue with the plan a shown is the gas line shown nearly on top of the sewer (see earlier e-mail below). The gas line hasn't been brought up/discussed, but we can't have it go in as shown. It could go in between the sewer and water with 5' separation to each utility. Let me know your thoughts before I reply to John. Thanks. At any rate, there doesn't appear to be any issue with the power (red), but 1 trust that gas (yellow) isn't really going on top of the sewer main? I would hope that the gas is flipped to the other side of the Sewer so that the sanitary can get accessed if needed without tearing through the gas.... Thanks. The drawing attached is from the developer and shows the current location of power conduit. The PUD's underground drawing will be as built to reflect what was installed by the developer. The developer was required to follow the PUD standard of 3' separation from any water or sewer when running parallel and 1' separation when crossing over any water or sewer. Please let me know as soon as you can that you approve of this so I can pass it along to the City of Edmonds. "1 did overlay a portion of approved Water Plan (screened back in gray — see attached) on the Power Plan layout. The water shown on the power install is almost exactly the some. The only difference is that they missed two bends and are showing a ninety (see clouded info). This is also the one area where we have a conflict with power being exactly on top of the water."
