AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ADOPTING THE 2020 AMENDMENTS TO
THE CITY COMPREHENSIVE PLAN; AND FIXING A TIME
WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the most recent significant update to the comprehensive plan occurred in
2015; and
WHEREAS, other amendments to the comprehensive plan are considered on an annual
basis; and
WHEREAS, some comprehensive plan map amendments were docketed for consideration
in 2020; and
WHEREAS, another comprehensive plan map amendment docketed for consideration in
2019 was initially considered in 2019 but carried forward for further consideration in 2020; and
WHEREAS, some of the docketed map amendments were tentatively approved by the city
council earlier this year, but still need to be formally adopted by ordinance; and
WHEREAS, the planning board held a public hearing on a proposed map amendment
pertaining to the Haines Wharf property on April 10, 2019, and subsequently recommended
approval of the proposed map change from Mixed Use Commercial to Open Space; and
WHEREAS, the city council held a public hearing on the proposed map amendment
pertaining to Haines Wharf on September 1, 2020, and voted to have the map amendment included
in the ordinance for approval of the 2020 amendment; and
WHEREAS, the planning board held a public hearing on a proposed map amendment
pertaining to a Perrinville property on August 26, 2020, and subsequently recommended approval
of the proposed map change from Neighborhood Commercial to Multi -Family Residential -
Medium Density; and
WHEREAS, the city council held a public hearing on the proposed map amendment
pertaining to the Perrinville property on September 22, 2020, and voted to extend the public

hearing to October 6, 2020, to allow time to address concerns about how future development may
impact the Perrinville watershed under the proposed land use; and
WHEREAS, city staff and the applicant provided a response to the watershed concerns on
October 6, 2020, which included updated documents from the applicant and clarification on how
city staff reviews stormwater mitigation for projects; and
WHEREAS, during deliberations on October 6, 2020, the city council voted to table the
matter; and
WHEREAS, on October 20, 2020, the city council voted to have additional deliberations
concerning the Perrinville matter placed on the agenda for November 2, 2020; and
WHEREAS, on November 2, 2020, after additional deliberation, the city council voted to
have the map amendment included in the ordinance for approval of the 2020 amendment;
NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN
AS FOLLOWS:
Section 1. The Comprehensive Plan Map of the City of Edmonds Comprehensive Plan is
hereby amended to approve the change of land use designation from Mixed Use Commercial to
Open Space, as described in planning file number AMD2018-0011, for the property shown as
Mixed Use Commercial in Exhibit A, which is attached hereto and incorporated herein by this
reference as if set forth in full.
Section 2. The Comprehensive Plan Map of the City of Edmonds Comprehensive Plan is
hereby amended to approve the change of land use designation from Neighborhood Commercial
to Multi -Family Residential - Medium Density, as described in planning file number AMD2019-
0008, for the property shown as Neighborhood Commercial and outlined in red on Exhibit B,
which is attached hereto and incorporated herein by this reference as if set forth in full.
Section 3. The Planning Manager is hereby authorized to reflect the re -designations
described in Sections 1 and 2 on the City of Edmonds Comprehensive Plan Map.

Section 4. Effective Date. This ordinance, being an exercise of a power specifically
delegated to the City legislative body, is not subject to referendum and shall take effect five (5)
days after passage and publication of an approved summary thereof consisting of the title.
