ORDINANCE NO. 2170
AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, CREATING A NEW CHAPTER 10.40 IN THE
EDMONDS CITY CODE TO BE .ENTITLED "PLANNING
ADVISORY BOARD"; CREATING A PLANNING
ADVISORY BOARD AND PROVIDING FOR THE METHOD
OF APPOINTMENT AND THE TERMS OF THE MEMBERS;
DEFINING POWERS AND DUTIES AND OPERATION OF
THE BOARD; AND ELIMINATING THE PARK AND
RECREATION ADVISORY BOARD, PARKING COMMIS-
SION, CITY PLANNING COMMISSION AND SHORELINES
MANAGEMENT CITIZENS ADVISORY COMMITTEE.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. A new Chapter 10.40 is hereby added to
the Edmonds City Code to be entitled "Planning Advisory
Board".
Section 2. A new section 10.40.010 is hereby
added to the Edmonds City Code to read as follows:
10.40.010 PURPOSE
The purpose of this Chapter is to provide for the
creation of a planning advisory board pursuant to
Chapter 35A.63 of the Revised Code of Washington, and
provide for its membership, organization and expenses.
The planning advisory board generally shall serve in an
advisory capacity to the City in regional and local
planning. Specifically the Board shall advise and
recommend in the development and recommendation of the
Comprehensive Plan and Zoning Ordinance and their
successive review and amendment from time to time. The
Board shall have the additional duties specifically set
forth in this Chapter and such ad hoc duties as the
City Council may from time to time assign to it.
Section 3. A new section 10.40.020 is hereby
added to the Edmonds City Code to read as follows:
10.40.020 PLANNING ADVISORY BOARD
A. Appointment. There is created the Planning Advisory
Board, consisting of seven members. An alternate
member may be appointed to serve in the event any
regular member concludes that the regular member
has a conflict of interest or an appearance of
fairness problem with respect to,a matter pending
before the Board so that the regular member cannot
discharge the regular member's duties, in which
event the regular member shall disqualify himself
or herself from participating in the deliberations
and the decision making process with respect to
that matter.
Members shall be appointed by the Mayor subject to
confirmation by the City Council. Although the
City of Edmonds is not divided into political or
geographical wards, it is the intent, but not the
necessity, of this section to maintain a reason-
able balance of geographical distribution through-
out the City of Edmonds on said Board.
B. Term. In order to provide for continuity of
membership, initial members shall be assigned a
position number. The initial term of each posi-
tion shall expire as set forth below, with subse-
quent terms being for four years each:
Position 1 - 1982 Position 5 - 1984
Position 2 - 1982 Position 6 - 1984
Position 3 - 1983 Position 7 - 1985
Position 4 - 1983 Alternate - 1985
C. Powers and Duties. The Planning Advisory Board
shall serve in an advisory capacity to the Mayor
and the City Council in the following matters:
1. The board shall advise on all amendments
relating to the Comprehensive Plan contained
in Title 15 (excluding fees) of this code.
This includes reviewing all elements of the
Plan on a periodic basis, reporting to the
Mayor and City Council on the need for changes
in the Plan, holding public hearings and
making recommendations to the Mayor and City
Council on proposed changes to the Plan as
provided in Title 20 of this code. Review and
recommendation may be prepared for the Plan
as a whole or in successive parts.
2. The Board shall hold public hearings and make
recommendations to the Mayor and City Council

on proposed changes to the text of the zoning
regulations of the City and propose changes
to the Zoning Map in the case of rezones, as
provided in Title 20 of this code.
3. The Board shall advise the Mayor and City
Council on all matters relating to parking in
the downtown area, including the amount of
in -lieu fees and plans for downtown parking
facilities.
4. The Board shall advise the Mayor and City
Council on all.matters relating to the
acquisition and development of all City parks
and recreation facilities.
5. The Board shall have such other powers and
duties as contained in Chapter 35A.63 of the
Revised Code of Washington, as may be amended
from time to time, that are not otherwise
specifically delegated to the Hearing Examiner
or other specific staff or agency of the
City.
6. The Board shall have such other duties as the
Mayor and the City Council may from time to
time assign to said Board.
Operation.
1. The Planning Division shall provide regular
staff services to the Board. Other depart-
ments shall provide staff services as needed.
2. Four members of the Board shall be the minimum
number necessary to constitute a quorum for
the transaction of business, provided that
the vote of not less than three members shall
be necessary to take action on any particular
item before it.
3. The Board shall hold regular meetings on the
second and/or fourth Wednesdays of each month
at 7:30 p.m. at the Edmonds Civic Center.
Cancellation of a regular meeting, or a
different location for a regular meeting,
shall be announced at the last regular meet-
ing preceding the affected meeting.
4. The Board shall adopt rules of procedure and
rules governing election and duties of officers
of the Board; provided, however, said rules
shall pertain only to the internal procedures

of the members and said rules and procedures
may be questioned only by members of the
Board and do not give standing to question
said procedures to nonmembers or other third
parties.
Section 4. The City Planning Commission and
Chapter 1.08 of the Edmonds City Code; the Parking Commission
and Chapter 1.12 of the Edmonds City Code; the Park Board
and Chapter 1.40 of the Edmonds City Code; and the Shore-
lines Management Citizens Advisory Committee and Chapter
1.42 of the Edmonds City Code are each hereby abolished and
repealed.
Section 5. This ordinance shall be in full force
and effect on and after January 1, 1981.
