LETTER OF INTENT
by and between
CITY OF EDMONDS, WASHINGTON
AND
PUBLIC, PROFESSIONAL & OFFICE -CLERICAL EMPLOYEES AND DRIVERS
LOCAL UNION NO. 763
THIS LETTER OF INTENT is by and between the CITY OF EDMONDS, WASHINGTON (the "City") and
PUBLIC, PROFESSIONAL & OFFICE -CLERICAL EMPLOYEES AND DRIVERS LOCAL UNION NO.
763, affiliated with the International Brotherhood of Teamsters (the "Union"). It is understood and agreed
by and between the City and the Union as follows:
WHEREAS, beginning in 2017, the City and the Town of Woodway have entered into successive
interlocal agreements through which the City has provided custodial services to the Town of Woodway;
and
WHEREAS, the City and the Union have conferred and agreed that Teamsters employees
providing custodial services pursuant to such interlocal agreements shall receive premium pay for this
work; and
WHEREAS, the agreed upon premium pay is not addressed in the Union's CBA, and the parties
wish to address it in this Letter of Intent; NOW THEREFORE,
In consideration of the mutual benefits to be derived, the City and Union hereby agree as follows.
1. Premium Pay. Employees assigned by the City to provide custodial services to the Town of
Woodway shall receive premium pay of two percent (2%) for that work, under the same terms as
referenced in Article A.1.2.1 of the Collective Bargaining Agreement between Teamsters Local
763 and the City:
"Employees who are assigned to work in the Public Safety Building —Police Department, shall
receive a premium pay of two percent (2%) for that day's shift. In order to perform work in the
Police Department an employee shall be required to be fingerprinted and pass a background
check as required by the Washington State Patrol. In order to pass the background check the
employee must meet the requirements set forth in the WSP policy. Only those who successfully
complete the process would be eligible for a two percent (2%) premium shift pay."
In order to perform work for the Town of Woodway, an employee shall be required to be
fingerprinted and pass a background check as required by the Washington State Patrol ("WSP").
In order to pass the background check, the employee must meet the requirements set forth in the
WSP policy. Only those who successfully complete the process will be eligible to perform
custodial work for the Town of Woodway and receive the two percent (2%) premium pay.
Ongoing Agreement. This Letter of Intent supersedes and replaces the Letter of Intent on this
subject signed by the City and the Union on August 25, 2017. The City and the Union agree that
the City's provision of custodial services to the Town of Woodway is ongoing, and that the term of
any particular interlocal agreement between the City and the Town of Woodway for such services
shall not be controlling; but rather, as long as the duties of the Teamsters employees assigned by
the City to provide custodial services to the Town of Woodway are not substantially altered, this
Letter of Intent shall remain in full force and effect.
This Letter of Intent is effective upon signing.
