Pursuant to your request, the following comments are made on the
potential of the subject tract for development and use by the City.

A. The tract is not an important location in relation
to proposed improvements for the City as indicated
on enclosure "l".
B. The tract would require filling and grading for
ultimate development; however, filling can be
accomplished economically over a period of time by
using the tract as a spoil area.
C. The acquisition of the entire tract only for the
proposed engineering improvements, street right-
of-way, sewer lines, and sewer pump stations is
not justified.
D. The acquisition of the tract for multiple city use
such as a fire station, a fire fighter training area,
small park area, pumping station, road right-of-way
and so on, does appear justified subject to the
determination of a fair market value for the property.
It is recommended that the acquisition be favorably considered in
the light of Item "D".

This letter is in reference to our recent conversation concerning
fire stations.
The Grading Schedule limits responding distance for residential
areas to two miles for closely built districts and four miles for
scattered residential areas. A scattered residential area is defined
as an area where dwellings are an average of 100 feet apart.
The residential areas in the northern part of Edmonds would be
considered as scattered at the present time and it appears that most
of it would be within four miles of the existing fire stations. Therefore,
deficiency points would not be charged for responding distances to this
area at the present time. However, as this area builds up it will fall
in the closely built category and a station will be required in the
vicinity so the responding distances will -be reduced to two miles.
We would recommend that property be purchased in this area for a
future fire station location and when conditions justify it, a station
be built and a pumper company placed in service.

Recreation Department
Subject: Tract 8, Admiralty Acres - Suitability for park use as part of
a city service multi -use plan.
It is my opinion that due to the limited area available on this site
that it would be suitable only as a passive park with a few picnic tables
and a tot lot, similar to the tot area at City Park.
In terms of justifying the purchase of the site as a multi -use service
area, I don't feel that park use per -se could add a great deal to quali-
fication, particularly in light of comment "c" as stated in Mr. Larsen's
report.
In order to qualify the site as a necessary, recreation area, I feel
that the following recommendations would have to be included in the
acquisition and development plan.
1. Ample fencing of danger areas such as those around the fire
station, the high banks of the fill, and bordering streets.
2. The gully north of the site in question, up to the Univer-
sity of Washington property, be acquired as a greenway or
parkway. The north side of the site which will be quite
high could then be gently sloped into the gully. This
would permit walking access from the Perrinville corner to
northern boundary of the proposed 40 acre park site (U. of
W. property).
3. Provide public parking for at least 12 cars above that
required to accomodate parking for the other service
facilities.
Tn conclusion, I feel that the site with its limited recreation poten=
tial, would not be an essential addition to the park system at this time
however, if recreation facilities of the types mentioned above were incor-
porated into the development of the site it would certainly be used when
the area builds up.
