Our response appears in bold. Engineering Review Division: General 1. Submit ROW Permit Application form. Form will be submitted by contractor prior to permit issuance. 2. Submit Side Sewer Permit Application form. Form will be submitted by contractor prior to permit issuance. 3. Include construction sequence. Refer to sample on City website. Construction sequence is included. 4. General Construction Notes. a. Please change the WSDOT/APWA version to the current year. b. Revise #19, a detention system is not proposed on this site. Revised. 5. A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Record Drawing requirements. The document must be complete but will not be recorded prior to permit issuance. Show haul routes. Haul routes are now shown on vicinity map on C1.1. 7. Show all existing and proposed frontage improvements. May 30, 2019 Page 2 of 4 The road widening associated with 1901h PI SW is now shown. A waiver request for the other frontage improvements is ongoing. 8. Please demonstrate that 190th adjacent to the site is a minimum of 22 ft in width. The westbound lane measured from the perceived center of the road should have a width of 11 ft. If it does not, road widening would be required. For road widening, a cross sections through the ROW shall be provided. Please also note the square footage of the total widening is considered new impervious surface and should be accounted for in the sizing of the storm system. Based on the site survey, there are portions of the lane that are less than 11' wide. We now show a 1' sawcut and new asphalt to widen the lane where it is less than 11'. This new/replaced area has been added to the stormwater sizing. 9. Add a note to the plans: Existing failing, damaged or non-ADA compliant frontage improvements shall be removed and replaced as determined by the City Engineering Inspector. Note added (41/C1.1). 10. Add note to plan: Utility patches shall be combined, and full width or half width overlay will be required depending on the extent of disturbance. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. Note added (42/C1.1). 11. Add City of Edmonds standard details GU-400 and GU-410 referencing utility patches. The details are provided on C3.2. Water 1. Please call out the size of the water service line. Usually a 1-1/2" water service line to be installed from the back of the meter to the house is required for a combination fire and domestic service. The size is now called out. 2. Please label the pipe material and note tracer wire to be installed on the water service line. Please add a note: All final restoration shall be completed by the contractor not the City of Edmonds. Note added. Sewer 1. Label pipe material and size. The sewer lateral (from the main to the property line shall be 6". Once on private property the sewer may reduce to 4". The sewer lines are labeled and sized as directed. 2. Please add a note that the 6" cleanout at the property line shall have a 12" cast iron lamphole cover with %" hexbolts. Note added on callout of the cleanout. 3. Provide invert elevations at the main, the cleanout at the property line and at the house so that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the pipe exceeds 20% the pipe will need to be anchored. Invert elevations added. 4. If anew sewer lateral is proposed and the connection will be core drilled, show the connection at the sewer main per City standards and with a Romac Inserta-tee. If the sewer connection will be cut in, please show a wye to be installed. The connection will be cut it. A wye is shown and called out. Dry Utilities 5. Show all dry utilities and required utility separation. Please add a note that a minimum of 3' separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm and 5' from any City main lines. Dry utilities are now shown on plan. See note 2/0.1. Driveway Waiver In reviewing the sidewalk waiver request, there is not enough information for us to determine the situation meets the criteria for waiver. The two criteria are economically unfeasible and practically impossible. To meet an economically unfeasible criteria, actual monetary amounts need to be spelled out. Comparison between cost of project with sidewalk construction and without sidewalk construction needs to be discussed. Included can be the additional cost of designing stormwater for a category 2 site rather than a category 1 site. To meet practically impossible there needs to be more of a reason than the steep slope alone. Would you need to build retaining walls to support the sidewalk? Any type of over the top construction necessary should be included here. The road alignment doesn't come in to this as the sidewalks would be required along the existing road. Keep the arguments for each criteria separate. The contractor is currently working on a cost estimate to supplement the "economically unfeasible" part of the waiver request. The "practically impossible" part will be more thoroughly addressed with the next submittal of the waiver request.
