During review of the above noted application, it was found that the following information,
corrections, or clarifications are needed. Please submit revised plans/documents including a written
response to each item below.
Resubmittals can be made at the Development Services Department on the 2nd floor of City Hall.
Permit Center hours are M, T, Th & F from 8am-4:30pm and on Wednesdays from 8:30am-noon.
City of Edmonds handouts, standard details, application and other forms, and development code
may be referenced on the City website: www.edmondswa.gov under Services/Permits and
Development.
GENERAL
1) Submit ROW Permit Application form
2) Submit Side Sewer Permit Application form
3) Include construction sequence. Refer to sample on City website.
4) General Construction Notes.
a. Please change the WSDOT/APWA version to the current year.
b. Revise #19, a detention system is not proposed on this site
5) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. Ensure the stormwater
covenant meets Snohomish County Record Drawing requirements. The document must be
complete, but will not be recorded prior to permit issuance. Prior to construction, final
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded.
6) Show haul routes.
7) Show all existing and proposed frontage improvements.
8) Please demonstrate that 190th adjacent to the site is a minimum of 22 ft in width. The
westbound lane measured from the perceived center of the road should have a width of 11 ft.
If it does not, road widening would be required. For road widening, a cross sections through
the ROW shall be provided. Please also note the square footage of the total widening is
considered new impervious surface and should be accounted for in the sizing of the storm
system.
9) Add a note to the plans: Existing failing, damaged or non-ADA compliant frontage
improvements shall be removed and replaced as determined by the City Engineering
Inspector.
10) Add note to plan: Utility patches shall be combined and full width or half width overlay will
be required depending on the extent of disturbance. Where utility patches fall entirely
within one travel lane, the overlay shall extend to the centerline of roadway. Where utility
patches extend into both travel lanes then a full width overlay is required.
11) Add City of Edmonds standard details GU-400 and GU-410 referencing utility patches.
WATER
1) Please call out the size of the water service line. Usually a 1-1/2" water service line to be
installed from the back of the meter to the house is required for a combination fire and
domestic service.
2) Please label the pipe material and note tracer wire to be installed on the water service line.
3) Please add a note: All final restoration shall be completed by the contractor not the City of
Edmonds.
SEWER
1) Label pipe material and size. The sewer lateral (from the main to the property line shall be
6". Once on private property the sewer may reduce to 4".
2) Please add a note that the 6" cleanout at the property line shall have a 12" cast iron lamphole
cover with '/2" hexbolts.
3) Provide invert elevations at the main, the cleanout at the property line and at the house so
that a minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the
pipe exceeds 20% the pipe will need to be anchored.
4) If a new sewer lateral is proposed and the connection will be core drilled, show the
connection at the sewer main per City standards and with a Romac Inserta-tee. If the sewer
connection will be cut in, please show a wye to be installed.
DRY UTILITIES
1) Show all dry utilities and required utility separation. Please add a note that a minimum of 3'
separation is required between the dry utilities (power, gas, phone, cable, etc.) and sewer,
water, and storm and 5' from any City main lines.
Driveway Waiver:
In reviewing the sidewalk waiver request, there is not enough information for us to determine the
situation meets the criteria for waiver. The two criteria are economically unfeasible and practically
impossible. To meet an economically unfeasible criteria, actual monetary amounts need to be
spelled out. Comparison between cost of project with sidewalk construction and without sidewalk
construction needs to be discussed. Included can be the additional cost of designing stormwater for
a category 2 site rather than a category I site. To meet practically impossible there needs to be
more of a reason than the steep slope alone. Would you need to build retaining walls to support the
sidewalk? Any type of over the top construction necessary should be included here. The road
alignment doesn't come in to this as the sidewalks would be required along the existing road. As
far as the telephone pole, developers move them behind the sidewalk all the time so maybe look at

where the pole could be moved to accommodate a sidewalk. Keep the arguments for each criteria
separate.
