LETTER OF EXEMPTION FROM THE REQUIREMENTS OF A SHORELINE SUBSTANTIAL
DEVELOPMENT PERMIT
Dear Ms. Peabody:
The City of Edmonds Planning Division has reviewed your May 21, 2021 request for an
exemption from the requirement to obtain a Shoreline Substantial Development Permit for
Puget Sound Restoration Fund's Kelp Index Site Environmental Monitoring project within
Edmonds shoreline jurisdiction.
Upon review of the application materials, the City has concluded that the Kelp Index project is
exempt from the need to obtain a Shoreline substantial Development Permit pursuant to
WAC 173-27-040(2)(a) and ECDC 24.80.010.B.1 because the total cost of the project is less than
$7,047 and does not materially interfere with the normal public use of the water or shorelines
of the state.
This letter provides an exemption from the need to obtain a Shoreline Substantial Development
Permit from the City of Edmonds; you may wish to contact other State and Federal Agencies to
determine if any further approvals are required.
