This Review in accordance with 2006 IFC and Edmonds Community Development Code. Fire
Services provides the following comments:
1. Hydrant access and water availability is existing.
2. Vehicular access is provided within 150' of entire structure exterior. Maintain minimum 3'
footpath access from public way to all corners of the building for emergency purposes.
3. Post approved address minimum 6" letters affixed to existing structure on contrasting
background viewable from Hwy 99.
4. Provide 2A:10B:C rated fire extinguisher or greater.
5. On -site oil exchanges, welding, fuel storage, generator installations, or similar activities
will require additional fire services evaluation and approval.

5. The report shall contain the g,&9tedndZal engineer's opinions, conclusions,
and recommendations on the present stability of the site; the stability during
construction; and after the proposed development is completed.
The geeteehni-e-al engineer's opinion shall be stated in terms of percentage of
risk at each of the above stages of development and the potential of damage to
abutting properties. The landslide history of the area and the specific site
should be discussed. Further recommendations/ude:
a. Grading and earthwork; include procedures for compaction and type, of fill
material required. Specify the use of site soils for fill or backfiTl• and
shoring requirements during construction.
b. Suitable foundations; designate spread footings 4r piles, indicate #w
allowable capacities. Call out design dimensions of footings and/or,piers,
include total and differential settlements.
Call out the degree of stiffness or strength of the structural' foundation.
Phis could be provided in terms of the foundation spanning a given distance
between any two support points or any other definitive criteria.
. Lateral earth pressures are required for design of wall and/or piles if used,
including the resistance of the structure to sliding, with recommended values
for passive and active pressures and coefficients of friction.
f. Erosion control and other measures designed to reduce the risk of slope
instability are required. Permanent site drainage and maintenance.

Mom: Be advised in order to assist geotechnical investigators in arriving ''at valid
conclusions, it may be necessary to install pizometer tubes. The location and
number of pizometer tubes shall be determined in conjunction with a geotechnical
engineer. The readings from regular monitoring of the pizometer tubes should be
plotted showing the groundwater level in comparison to rainfall and' also -in
comparison to density of construction. By measuring the groundwater level,
information can be developed indicating the impact of wet and dry seasons and
the impact of development as it effects the degree of risk for future slide or
earth subsidence.

ORDINANCE NO. 2351
AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, ANNEXING CERTAIN REAL PROPERTY TO
SAID CITY PURSUANT TO THE PETITION METHOD,
ESTABLISHING ZONING CLASSIFICATIONS AND
FIXING THE EFFECTIVE DATE OF ANNEXATION.
WHEREAS, the .City of Edmonds, Washington, received a
Petition for annexation of certain real property, the legal
description of which is set forth below, and
WHEREAS, the City Council fixed the date of
February 1, 1983, as the date for public hearing thereon, and
caused due and proper notice of said hearing to be posted and
published, and
WHEREAS, said proposed annexation was submitted to
the Snohomish County Boundary Review Board and said Board has
declined to invoke its jurisdiction, and
WHEREAS, the City Council has determined to require
the property to assume the existing indebtedness of the City,
and
WHEREAS, the Planning Board held a public hearing on
August 11, 1982, after due and proper notice thereof, to
consider the appropriate zone classification of the property,
and

WHEREAS, the City Council finds that the proposed
annexation will have no significant adverse environmental
impacts, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. There has been filed with the,City
Council of the City of Edmonds, Washington, a petition in
writing, signed by the owners of more than seventy-five
percent (75*) in value, according to the assessed valuation
for general taxation of the property for which annexation was
petitioned; that said Petition set forth a legal description
of said real property; and said Petition was accompanied by a
plat or drawing, outlining the boundaries of property sought
to be annexed; that said petition set forth the fact that the
City Council required the assumption of City indebtedness by
the area requested to be annexed; that the City Council
required simultaneous zoning; and that prior to the filing of
said Petition the City Council indicated the tentative
approval of such annexation.
Section 2. Tuesday, February 1, 1983, was set as
the date for public hearing on said Petition; notice of such
hearing was published in the Western Sun edition of the
Everett Herald, a newspaper of general circulation in the
City of Edmonds; notice of such hearing was also posted in
three places within the territory proposed for annexation;
said notice specified the time and place for such hearing and

invited persons interested to appear and voice approval or
disapproval of the annexation.
Section 3. The territory proposed by said Petition
to be annexed to the City of Edmonds is situate in Snohomish
County, Washington, is contiguous, proximate and adjacent to
the present corporate limits of said City, and is more par-
ticularly described in Exhibit A, attached hereto and incor-
porated in full by this reference.
Section 4. The territory set forth in this, ordi-
nance'and for which said Petition for annexation is filed,
should be and is hereby made a part of the City of Edmonds.
Pursuant to the Petition for annexation, the area so
amended shall be assessed and taxed at the same rate and on
the same basis as property within the City for any now out-
standing indebtedness of said city, including assessments or
taxes in payment of any bonds issued or debts contracted
prior to or,existing at the date of annexation.
Section S. The territory set forth in this ordi-
nance and for which said Petition for annexation is filed, is
hereby classified for General Commercial uses as defined and
permitted by the zoning ordinances of the City of Edmonds.

Section 6. The area annexed hereby shall become a
part of the City of Edmonds, and this ordinance shall take
effect and be in force on the 7th day of February, 1983.
