ORDINANCE NO J1,# An ordinance providing for the improvement of the following streets ###,alleys, and property, by constructing a lateral sewer system in and upon said streets, alleys and property, within the 8ity of Edmonds, Snohomish County, State of :`vashington; also by constructing inlets, Batch -basins, man -holes, lamp -holes, and doing such other work as may be necessary in connection therewith, all in accordance with the .to i.eZe.�.w.... plans and specifications R-WA �.� o epared -by the City Eng- ineer of the Cite of Edmonds, anti cw—=n fi}e—w=th the Gi+-y C , and pursuant to that certain petition filed with said City Council on the 17th day of May, 1921, and which petition is signed by the owners of sixty (60) per cent of the lineal frontage and seventy five (75 %) per cent of the area of each of the sub -districts comprising the Local Improvement District hereinafter created, said streets, alleys and property being more particularly described as foil a: (1) Edmonds Street from Third Street to Sixth Street. ;(2) Through Block (E), City of Edmonds, from Fifth Streetnto Sixth Street, (3) Fifth Street from a point approximately 140 feet north of Bell Street to Bell Street. f(4) Bell Street from Fifth Street to the alley west of Fourth Street. (5) Alley between Second Street and Third Street from -Main Street to Edmonds Street. ( 6 ) Bell Street from $'0qQ* Street to the alley e& st of Second Street. (7) Alley between Third Street and Fourth Street, from Main Street to Edmonds Street. (8) Alley between Fourth Street and Fifth Street, from Main Street to Edmonds Street. (9) Alley between Main Street and Dayton Street, from Fifth Street to Seventh Street. 7 (10) Alley between Fourth Street and Fifth Street, from Main Street to a point 120 feet south of Dayton Street. Be it ordained by the City Council of the City of Ed- monds as follows: Section 1. That Edmonds Street from Third Street to Sixth Street; through Bloch (E), City of Edmonds, from Fifth Street to Sixth Street; Fifth Street from a point approximately 140 feet north of Bell Street to Bell Street; Bell Street from F fth''�� treet to the alley west of Fourth Street; alley between Second Street and Third Street from Main Street to Edmonds Street;bell Street from Second Street to the alley east of Second Street; alley between Third Street and Fourth Stree t from Main Street to Edmonds Street; alley between Fourth Street and Fifth Street from Main Street to Edmonds Street; alley between Main Street and Dayton S+ reet from Fifth Street to Seventh Street; and alley between Fourth Street and Fifth Street, frbm=Main Street to'a point 120 feet south of Dayton Street, be improved by constructing a lateral sewer system upon said streets, alleys, and property; also by the construction thereon of inlets, catch -basins, man -holes, lamp -holes, and soing such other work as may be necessary in connection therewith, all in accordance with the plans and specifications of a„st to t,4- th `� ,- which have been prepared by the city Engineer of said city, and in accordance with and pursuant to that certain petition for said improvement, filed with said City Council of Edmonds, on the 17th day of May, 1921, and which petition is signed by the owners of sixty (64) per cent of the lineal frontage and seventy five (75%) of the area of each of the sub -districts comprising the Local Improvement District hereinafter created. v Section (2). That said improvement shall be constructed along, in front of, or in the rear, as the case may be, of the following described property, which property will be affected by said improvement, and will be included within the Local Improvement District hereinafter created, and to which property the assess- ments hereinafter provided for, for the payment of such improve- ment, will be limited: (lj. Section6(3). That the cost of said improvement above mentioned shall be t assessed against the above described property, and against all lots, tracts and parcels of land lying and being within the Local Impr®vement District, hereinafter created, in proportion to the benefits derived therefrom, .as provided by the Ordinances of the State of Washington, and the laws of the State of Washington. Section (4). Section e onda to be issued as hereinbefore provided may be delivered and sold. to the contractor doing the work of such improvement in payment of his services, or they may be sold by the city clerk At private sale, provided, however that the returns from the sale of said bonds must net the par value of the same plus accrued interest, and the proceeds thereof shall be applied in payment of the costs and expemsea_of such improve ment . Section (f That e special assessments to be levied as hereinbefore described, shall be payable in ten equal annual installments, with interest at the rate of eight($%) per cent per annum, and such installments shall be collected in the manner provided by the Ordinances of the City of Edmonds, and.the haws of the State of Wawhingtog.
