Ordinance 0324ORDINANDE NO. J 2-"% AN ORDINANCE providing for the improvement of Fifth Street in the City of Edmonds, Snohomish County, Washington, from Bell Street to the South City limits, in the following manner: by constructing five-foot concrete sidewalks on bmth sides of said stre et from Bell Street to tht south city limits; by con- structing an additional five feet of concrete sidewalk on the East side of said Fifth Street from vlain Street to the alley ### South of said iLain Street; together with concrete curb and gutter from Street 6-1-to"I* constructing th6" necessary cross walks, doing the necessary grading and filling, and doing such other work as may -)be reason- ably necessary in connection therewith, in accordance with �e "and pursuant to Resolution of Intention No.3e- assed b Ei4, Council of the City of Edmonds on the day of 1921;creating a Local Improvement District for said improvement, and providing that the pa yment therefor shall be by the payment by bond plan. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EDILONDS, SNOHOMISH COUNTY, STATE OF WASHINGTON, as follows: SECTION I. That Fifth Street in the City of Edmonds, Washington be improved in the following manner, to -wit: by constructing a five- foot concrete sidewalk on both sides of said Fifth Street from Bell Street to the South City Limits; by constructing an additio- nal five feet of concrete sidewalk on the, East side of said Fifth Street from vain Street to the alley B'outh of L1ain Street, to- gether with concrete curb and gutter from n Street to ate_ also by constructing the necessary cross walks, doing the necessary filling and grading, and by doing such other work as may be reason- ablyAin connection# therewith; all in accordance with the plans and specifications now on file in the office of the city clerk of the City of Edmonds, said plans and specifications having been approved by the City Council of the City of Edmonds on the 144p— day of 1921, and pursuant to Resolution of Intention No.,) j passed by the City Council of said City on the W day of 1921. SECTION I I . That said improvement shall be made along and in front of the following described property which will be affected by said improvement and which will be includ�Ud within the improvement distF rict herein created, and limited to such property for the purpose of assessment, as hereinafter provided,to-wit: Lot's 1 to 6 ine------------------------------- Block 1. That the cost of said improvement on said Fifth Street shall be assessed against the property above described and against all to lots, tracts and parcels of property lying and being within the Improvement District hereinafter created in proportion to the benefits derived therefrom as provided by the Ordinances of the Ctty of Edmonds and the laws of the State ov Washington. Section IV. That the moae of payment shall be under the payment by bond plan by which plan bonds of said district shall be issued �ayable in ten equal annual payments or installments at the rate of eight (8) per cent per annum. SECTION V. That the estimated cost of said improvement' is the sum of %'' Dollars . I SECTION VI. That there is hereby created a local improvement dis- trict to be designated and known as "Local Improvement Dis- trict No. oc_ 9 ", which shall include all the property hereinbefore described. SECTION VII. That there is hereby created a local improvement fund to be known and designated as "Local Improvement District Fund No. SECTION VIII. That said improvement shall be made under the direc- tion of the City Council and the City Engineer and in accord - ante with the plans and specifications now on file with the City Clerk of the City of Edmonds. SECTION IX. The bonds to be issued as hereinbefore provided may be delivered and sold to the contractor doing the work of such improvement in payment of his services or they may be sold by the City Clerk at private sale, provided however, that the re- turns from the sale of said bands must net the par value of the same plus accrued interest and the proceeds thereof shall be applied in payment of the costs and expenses of said improve - SECTION X. That the special assessments to be levied as herein - before described shall be payable in 10 equal annual install - menu with interest at the rate of 8 per cent per annum, and +3 - such insta llment s shall be collected in the manner provided by the general ordinances of the City of Edmonds and the laws Of the State of Washington. SECTION XI.
