AN ORDINANCE OF THE CITY OF EDMONDSZ WASHINGTONt
ESTABLISHING CONSTRUCTION STANDARDS FOR FLOATING
BOAT MOORAGES AND MARINAS WITHIN THE CITY OF
EDMONDS,. PROVIDING FOR PERMITS,t PERMIT FEES AND
PENALTIES.
THE CITY COUNCIL OF THE CITY OF EDMONDS* WASHINGTON DO
ORDAIN AS FOLLOWS:
Section 11.50.010 - Application.
The provisions of this Ordinance shall apply to the
construction, alteration, repair and use of a small boat
marina providing covered floating boat moorage within the
City of Edmonds. There shall be no habitable space or use
of any space for living purposes on any portion of a float-
ing boat moorage constructed under the provisions of this
Chapter. This Chapter shall apply only to floating con-
struction located over water and connected by ramp to the
shore.
Section 11.50.020 - Definitions.
A. Finger Float. A float defining the length of
moorage stall, adjoining a single boat stall,
and connected to a main float.
B. Float System. A combination of a main float
with finger floats connected, either open or
covered.
C. Main Float. A center or side float connected
by a ramp to the shore, being fixed laterally
by a system of piling, but allowed to move ver-
tically, and having finger floats connected on
one side or the other at regular intervals.
D. Marina. A basin or safe anchorage providing
moorage for small vessels, especially one at
which provisions, supplies and fuel may be
obtained.
E. psf. "psf" means pounds per square foot.
Section 11.50.030 - Design Live Loads.
A. Float Decks shall have a design live load of
10 psf.
B. Roof Structures. The roof structures shall
have a design live load of 20 psf.
1. For the purpose of flotation design 5 psf
over roof area may be used only where
maintenance personnel are available on a
24 hour call basis to remove snow, if
necessary.

2. Design Criteria for wind shall be per
Section 2308 of the Uniform Building
Code, 1967 Edition.
C. Ramps to Float Systems. The ramps to float sys-
tems shall have a design live load of 40 psf.
Section 11.50.040 - Construction.
A. Covered moorage roof covering shall be an in-
combustible material.
B. Floating structures and floats shall be material
of type V N (as defined by the Building Code).
Section 11.50.050 - Area and Location Requirements.
A. The maximum length of any float system shall be
500 feet from the shore end of the gangplank to
the outer end of the main float of a float system.
B. Maximum length of any roof covering over any float
system shall be 400 feet as measured along a main
float; provided, that not less than 75/ of the ex-
terior walls are open. Maximum area covered shall
be 30,000 spuare feet over any single main float
area.
C. The minimum separation of float systems with cov-
ered moorages shall be not less than 1.25 times
the nominal length of the largest finger float
between the systems.
D. The maximum distance from any point on a fleat
system to an approved fire hydrant shall be 600
feet, except as provided in Section 11.50.070
below. Approved fire extinguishers shall be
placed at covered moorage along the main float
system at intervals not exceeding 120 feet from
any single covered boat stall.
Section 11.50.060 - Parking Requirements.
Vehicle and boat trailer parking shall be as pro-
vided in the approved marina plans and specifi-
cations which parking configurations may be modi-
fied from time to time by future City ordinances.
Section 11.50.070 - Fueling Facility Requirements.
A. Fueling floats shall be constructed of gas -resis-
tant flotation material and shall be isolated from
float systems and separated by not less than 80
feet of open water.
B. All fuel storage tanks shall be located under
ground.
C. All fuel lines shall be provided with flexible
connections from shore to floating facilities.

D. Approved fire extinguishers shall be provided near
fuel dispensers.
E. Gangplank access from shore to fuel floats shall
be within 175 feet of fuel dispensers.
F. Fresh water taps shall be available on fuel floats.
G. All portions of a fuel float shall be located
within 300 feet of a fire hydrant.
Section 11.50.080 - Building Code.
All other construction on or in connection with
a marina shall comply with all the provisions of
Title 11, Buildings, of the Edmonds City Code,
including permits, permit fees and penalties, and
all other applicable ordinances of the City of
Edmonds.
