AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON
AMENDING CHAPTER 1.25 OF THE EDMONDS CITY CODE,
PRESCRIBING THE HOLIDAYS, VACATION TIMES, COMP-
ENSATING TIME AND SICK LEAVE FOR THE EMPLOYEES
OF THE CITY OF EDMONDS, AND ORDINANCE NO. 1168
OF SAID CITY.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON
DO ORDAIN AS FOLLOWS:
The following sections of Chapter 1.25 of the Edmonds
City Code, and Ordinance No. 1168, are hereby amended to
read as follows:
Section 1.25.010. DEFINITIONS
A. Compensating Time - is that period of time that
an employee may have away from service of the City of
Edmonds due to service in excess of regular hours.
B. Continuous Service - is continuous service of an
employee of the City of Edmonds and shall continue until
resignation or involuntary dismissal. Military leave of not
to exceed 30 days in any one calendar year, absence because
military service in time of war, and permitted sick leave
shall not constitute an interruption of continuous service.
C. Employee - shall mean those persons employed in
the service of the City of Edmonds on a full time basis and
who are remunerated pursuant to the annual salary ordinance,
other than those persons for whom the City has recognized
a sole collective bargaining agent.
D. Service - is being present for and/or performing
the duty to which an employee of the City of Edmonds has
been assigned.
Section 1.25.020. HOLIDAYS
A. Each employee shall be entitled to one day away
from service for each of the following holidays as recog-
nized by the City: New Year's Day, Washington's Birthday,
Memorial. Day, Independence Day, Labor Day, Columbus Day,
Veteran's Day, Thanksgiving Day, Christmas Day, and a
"floater" to be determined by the City. The floater shall,
and in addition thereto any other day, may be proclaimed
as a holiday by the Mayor, subject to approval of the City
Council.
B. Each employee who, because of the nature of his
service, serves on a holiday, shall be permitted one full
day away from service with full pay on a day in which he
would have otherwise served. Such day away from service
shall be set at the convenience of the City, but within 12
months of the holiday upon which he served. If any work
is performed by such employee on such holiday, additional
compensation at straight time shall be paid. No employee
shall be called on such holiday for less than a full day.
When any of the aforementioned holidays falls on Sunday,
the Monday following shall be considered the holiday. If
a holiday occurs during an employee's vacation, he shall
receive the holiday pay in addition to his vacation pay.
Section 1.25.030. VACATIONS
A. Each employee shall accrue the following amount
of vacation time with pay depending on the length of contin-
uous service:
(1) Five days of vacation after six months of
continuous service.
(2) Ten days of vacation one full year of contin-
uous service.

(3) Fifteen days of vacation after six full
years of continuous service.
(4) Twenty days of vacation after twenty full
years of continuous service.
B. Vacation time shall be taken within the 12 month
period following the date on which it is permitted, and
may not be extended or accumulated without the approval of
the Mayor.
C. Vacation schedules must be submitted by each
department not later than March 1st of each year. The
schedules will be submitted by the City Supervisor to the
Mayor for his approval, and thereafter will be made avail-
able to all employees.
D. Any employee whose service is honorably terminated
after the completion of one year of continuous service shall
be paid for any vacation time accumulated prior to the effec-
tive date of termination.
Section 1.25.060. SICK LEAVE
A. Sick leave with pay shall accrue at the rate of
one working day of leave for each full calendar month of
the employee's continuous service. The maximum amount of
accrued sick leave shall be limited to 100 days away from
service.
B. Upon honorable termination, unused sick leave
shall be paid for at one-half the regular rate of pay at
the time of termination.
C. An employee eligible for sick leave with pay
shall be granted such leave for:
(1) Personal illness or physical incapacity re-
sulting from a cause beyond the employee's control.
(2) Forced quarantine of the employee.

(3) Upon approval of the Mayor, the death of a
member of the employee's immediate family.
D. The certificate of a physician and/or a written
report concerning the need for the sick leave may be
required by the City, and if so required shall be supplied
by the employee in order to qualify for sick leave with
pay .
