Aid ORDINANCE OF THE CITY OF EDP BONDS , WASHINGTON REPEALING CHAPTER 1.40 OF THE EDI`OI\IDS CITY CODE AND ADOPTING A NEW CHAPTER 1.40 BY CREATING A PARK AND RECREATIOi-] ADVISORY BOARD, PROVIDING FOR APPOINT -HUNTS THERETO, TEMIS OF NEP -SERSHIP, A1ND POWERS AND DUTIES THEREOF. 111HEREAS, it is the purpose of this Ordinance to define more clearly the duties of the Park Board of the City of Edmonds, to expand its areas of advice and recommendations in the area of recreational activities, but at the same time to retain the existing members of the Park Board as the members of the Park and Recreation Advisory Board and for their same respective terms of membership without the necessity of reappointment. THE CITY COUNCIL OF THE CITY OF EDMONDS, 1ASHINGTOd, DO ORDAIN AS FOLLONS: Section 1.40.010 Creation of Park and Recreation Advis Board and Eligibility: There is hereby created a Park and Rec- reation Advisory Board, consisting of nine members, who shall be appointed by the iayor, with the confirmation of the City Council, from citizens who reside in the City of Edmonds. In addition thereto, the r`ayor shall appoint ane member of the City Council to serve without vote, as ex-officio member of the Park and Recreation Advisory Board for a term of six months. Section 1.40.020 Terms of Membership: The original membership of the Park and Recreation Advisory Board shall be those members presently serving the Park Board at the time of the enactment of this chapter. The term. of membership for the members of the Park and Recreation Advisory Board shall be six years, provided, that in order that the fewest terms rill expire in any one year, the terms of the first appointee mem- bers shall expire on the annual anniversary date of October 2, 1967, the effective date of the creation of the original terms of the existing membership of the Board: 1 /3 - Position No. 1 - 1968 Position No. 2 - 1969 Position No. 3 - 1969 Position No. 4 - 1970 Position No. 5 - 1971 Position No. 6 - 1971 Position No. 7 - 1972 Position No. 8 - 1973 Position No. 9 - 1973 Vacancies occurring otherwise than through the expiration of terms shall be filled for the unexpired terms. Members shall be selected without respect to political affiliations and they shall serve without compensation. Section 1.40.030 Officers of Board; Heetings; Quorum: Members of the Board shall meet and organize by electing from the members of the Board, a chairman and a vice chairman, and such other officers as may be determined by the Board. It shall be the duty of the chairman to preside at all meetings. The vice chairman shall perform this duty in,the absence of the chairman. A majority of the Board shall constitute a quorum for the transaction of business. A majority of a quorum may transact any particular business of the Board. A public meet- ing of the Board shall be held at least once a month. Section 1.40.040 Powers and Duties: The Board is hereby empowered to advise and make recommendation to the mayor, the City Council and the Park and Recreation Department on such matters as may be specifically referred to said Board by said Mayor, Council or Department, including but not limited to the following matters: (1) Regarding the general supervision and control of all parks and recreational facilities and programs of the City; (1) Employment of necessary personnel; (3) Conduct of any form of recrational or cultural activity that will employ the leisure time of the people in a constructive and wholesome manner; (4) Regarding planning, promotion, management, acquisition, construction, development, maintenance and operation, including restrictions on, and compensation to be paid for, concessions or privileges in parks, playgrounds, squares, parkways and boulevards, play and recreation grounds, and/or other municipally -2- owned recrational facilities, including community buildings and improvements and ornamentation of the same; (5) Regarding proposed contracts with the United States, the State of Washington, any county, city or town, park dist- rict, school district, port district or any such public organi- zations for the purpose of conducting a recreational program or exercising other powers granted by this Ordinance; and (6) To recommend rules and regulations for the government, management, supervision, and control of the City parks and rec- eational facilities and programs. Section 1.40.050 Previously existing Chapter 1.40 of the Edmonds City Code is hereby repealed.
