Ordinance 2050ORDINANCE NO. 2050 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING SECTION 12.04.091 OF THE EDMONDS CITY CODE TO ADOPT AMENDMENT TO THE OFFICIAL COMPRE- HENSIVE PLAN FOR THE CITY OF EDMONDS RELATING TO MULTIPLE RESIDENTIAL DEVELOPMENT POLICIES IN MODIFICATION OF PLANNING COMMISSION RESOLUTION NO. 611. WHEREAS, pursuant to Planning Commission Resolution No. 611, the City Council of the City of Edmonds, Washington, held a public hearing to consider the following amendments to the Edmonds Comprehensive Policy Plan, and WHEREAS, the City Council finds that there is a need to further clarify and set forth the policies to be achieved with respect to multiple residential development, and WHEREAS, three copies of the proposed amendment to the Comprehensive Policy Plan, are and have been on file for public inspection in the office of the Edmonds City Clerk, and WHEREAS, the City Council having found that the adoption of the following set forth amendment is in the best interest of the public health, safety and general welfare and will promote the orderly development of the City and further finds that there will be no significant adverse environmental impact by the adoption of said regulations, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: -1- Section 1. Section 12.04.091 of the Edmonds City Code is hereby amended to amend Section 301(B)2 of the Edmonds Comprehensive Policy Plan 1976 is amended to read as follows: "12.04.091. Amendments to Edmonds Comprehensive Policy Plan'1976. A. Pursuant to applicable procedures prescribed by State law, and following review by the Planning Commission, the City Council of the City of Edmonds has amended the Edmonds Comprehensive Policy Plan 1976, as adopted in Section 12.04.090 of the Edmonds City Code as set forth hereinafter in the following table. Three copies of each listed amendment have been and now are on file for public inspection in the office of the Edmonds City Clerk and said amendments are hereby incorporated in full by this reference in this section as if set forth.in full. The title, section of the plan amended and the date of said amendment are set forth in the table and subsection b. B. Table TITLE SECTION AMENDED DATE 1. Soils and Topography 203 August, 1978 2. The text of the above referred to amendment, three copies of which now are and have been on file with the City Clerk for public inspection prior to passage of this ordinance, is set forth in Exhibit "A" attached hereto and hereby incorporated in full by this reference. -2- Section 3. Stereotyped, boxy multiple unit residential (RM) buildings are to be avoided. LOCATION POLICIES 1. RM uses should be located near arterial or collector streets. 2. RM buildings substantially taller than the existing buildings in the surrounding area should be located on the crest or ridge of a hill or in valleys and lowlands, provided there is adequate separation between adjacent buildings. COMPATIBILITY POLICIES 1. RM developments should preserve the privacy and view of adjacent buildings, wherever feasible. 2. The height of RM buildings that abut single family residential (RS) zones shall be similiar to the height permitted in the abutting RS zone except where the existing vegetation and/or change in topography can substantially screen one use from another. 3. The design of RM buildings located next to RS zones should be similiar to the design idiom of the single family residence. GENERAL DESIGN POLICIES (See also Chapter 12.20 of the Zoning Code) 1. The nonstructural elements of the building (such as decks, lights, rails, doors, windows and window casements, materials, textures and colors) should be coordinated to carry out a unified design concept. 2. Site and building plans should be designed to preserve the natural features (trees, streams, topography, etc.) of the site rather than for- cing the site to meet the needs of an imposed plan.
