AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON
REVISING THE SERVICE AND ADMINISTRATIVE CHARGES
AND FEES FOR APPLICATIONS TO SUBDIVIDE LAND;
AMEND THE OFFICIAL STREET MAP, COMPREHENSIVE
LAND USE PLAN, OFFICIAL ZONING ORDINANCE AND
ZONING CLASSIFICATIONS; APPLICATIONS FOR PLANNED
RESIDENTIAL DEVELOPMENTS, AND APPLICATIONS TO
THE BOARD OF ADJUSTMENT; AND AMENDING AND
CREATING A NEW CHAPTER 12.01 ALL PURSUANT TO
PLANNING COMMISSION RESOLUTION _NO. .-346.
WHEREAS, the City Council of the City of Edmonds,
Washington pursuant to Planning Commission Resolution No.
346, called a public hearing, and having determined it to
be in the best interest and the public health, safety and
welfare to amend the service and administrative charges as
set forth below, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON
DO ORDAIN AS FOLLOWS:
Sectiori 1.
Chapter 12.01 of the Edmonds City Code,
Sections 12.01.O10 through 12.01.040 are hereby repealed
and the following new sections are hereby adopted:
"12.01.'010 Subdivision fee. A service and
administrative charge of $10 per lot shall be made
for all applications for the subdivision of land
into four or less lots.
"Section 12.01.020 Subdivision into five `or
more lots. A service and administrative fee for
the subdivision of land into five or more lots
shall be as set forth in Section 12.08.080 of the
Edmonds City Code, provided, however the minimum
fee for such application shall be $50.
"Section 12.01.030 Official Street Map fees.
A service and administrative charge of $50 shall
be made for all applications to amend, modify or
supplement the Official Street Map.
"Section 12.01.040 Comprehensive Land Use
Plan amendment. A service and administrative
charge of 50 shall be made for all applications
to amend, modify or supplement the Comprehensive
Land Use Plan or any part thereof.

""Sectior 12.01.050 Amendments 'to Official
Zoning Ordinance. A service and administrative.
charge of $50 shall be made for all applications
for amending, modifying or otherwise supplementing
the Official Zoning Ordinance.
"Section 12.01.060 Amendments to zoning
districts (maps). A service and administrative
charge of 75 shall be made for all applications
to amend, modify or otherwise supplement the
application of zoning classifications to any
particular property or properties by reference
to the Official Zoning Map, provided, however, in
the event the application involves the preparation
of a contract in connection with the rezoning, an
additional charge of $50 shall be made. There shall
be no additional charge for appeals from recom-
mendations of the Planning Commission except where
a contract is involved.
"Section 12.01.070 Planned residential
developments, fees. A service and administrative
charge shall be made for the application of a
planned residential development at the rate of 500
of the preliminary fee for the subdivision of land
into five or more lots plus the established fee
for the subdivision of land into five or more lots.
"Section 12.01.080 Board of Adjustment fees.
A service and administrative charge of $25 shall
be made for applications for variances, conditional
use permits and appeals from interpretations of the
building inspector which are brought before the
Board of Adjustment.
"Section 12.01.090 Payment of fees condition
precedent. The service and administrative charges
fixed by this chapter must be paid as a condition
precedent to the processing of any and all such
applications including supplemental charges required
after preliminary charges prior to final action
being taken."
Section 2. Subsection (2) of Section 12.14.068 of
the Edmonds City Code setting forth the fees for planned
residential developments is hereby amended to read as follows:
"Section 12.14.068 (2). Fees: The application
fees for planned residential developments shall be
as set forth in Chapter 12.01."
Section 3.
Edmonds City Code, Section 12.16.130 (a)
is hereby amended by deleting the existing service and
administrative fees for applications to the Board of
Adjustment to read as follows:

Section 12.16.130 Procedure. (a) The City
Clerk shall maintain and be custodian of all
records of the minutes of the Board, and findings
and decisions of the Board. All records shall be open
to the public. All appeals from interpretations of
the building inspector, and applications for
variances and conditional use permits, shall be in
writing on forms prescribed by the Board and shall
be accompanied by the fees set forth in Chapter
12.01 to cover the costs of processing. Every
appeal and application shall refer to the specific
provision of the ordinance involved and shall set
forth the interpretation that is claimed, the use
for which the conditional use permit is requested,
and the details of the variance that is applied for
and the reasons for which it is claimed that the
variance should be granted, as the case may be."
