AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, REPEALING IN PART, AMENDING
AND SUPPLEMENTING CHAPTER 1.56 OF THE
EDMONDS CITY :CODE BY THE ABOLITION OF
THE CITY COUNCIL AUDITING COMMITTEE;
ESTABLISHMENT OF THE CHIEF ADMINISTRATIVE
OFFICER AS THE AUDITOR OF SAID CITY, SUBJECT
TO REVIEW BY THE MAYOR; EMPOWERING THE
MAYOR TO EXECUTE WARRANTS FOR ALL CLAIMS OR
DEMANDS ALLOWED BY THE CITY AUDITOR; AND
ESTABLISHING PROCEDURES FOR NOTICE TO THE
CITY COUNCIL OF ALL SUCH EXPENDITURES; AND
CORRECTING A SCRIVENER'S ERROR IN EDMONDS CITY
CODE SECTION 1.56.090 AND ESTABLISHING AN
EFFECTIVE DATE OF SAID ORDINANCE.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 1.56.010, Section 1.56.020, Section
1.56.030, Section 1.56.040 and Section 1.56.060 of the Edmonds
City Code are hereby repealed.
Section 2. The following new sections shall be added to the
Edmonds City Code as follows:
Section 1.56.010 CAO designated as City Auditor. The
Chief Administrative Officer of the City of Edmonds
is hereby designated and authorized to act as the
auditor for the City of Edmonds, Washington, whose duty
it shall be to examine and recommend approval or dis-
approval to the Mayor of all claims, demands and
vouchers presented to the City of Edmonds.
Section 1.56.020 Preparation of list of claims, demands
and vouchers. The Finance Director shall prepare a list
in orderly fashion of all claims, demands and vouchers
presented to the Citytn be examined by the Chief
Administrative Officer for his recommended approval
or disapproval for each claim, demand and voucher
presented to the City of Edmonds.
Section 1.56.030 Approval or disapproval by CAO -
approval or disapproval by Mayor. The Chief
Administrative Officer of the City of Edmonds shall
approve or disapprove each claim, demand and voucher
on said list prepared by the Finance Director as
follows:
a. Each claim, demand or voucher on said list which
is disapproved shall be initialed in the column marked
"disapproved" on said list.
b. Each claim, demand or voucher not disapproved in
the manner set forth above in this Section shall be
approved by the signature of the Chief Administrative

Officer in that place designated "approved" at the
bottom of the list prepared by the Finance Director.
C. The list prepared by the Finance Director with
each claim, demand or voucher having been approved or
disapproved by the Chief Administrative Officer shall
be submitted to the Mayor for his review. The Mayor
shall be empowered to disapprove any claim, demand or
voucher approved by the Chief Administrative Officer
or to approve any claim, demand or voucher disapproved
by the Chief Administrative Officer. The approval
or disapproval by the Mayor shall be in the same
method as the Chief Administrative Officer.
Upon approval of any claim, demand or voucher
by the Mayor, the Finance Director shall draw a
warrant upon the Treasurer for each such claim,
demand or voucher, which warrant shall be counter-
signed by the Mayor and shall specify the fund from
which it is to be paid, which warrant may then be
released in payment of each such claim, demand or
voucher thus approved.
Section 1.56.040 Checklist of claims, demands and
vouchers to be supplied to the City Council. The list
of each claim, demand or voucher approved or disapproved
on the list prepared by the Finance Director shall be
furnished at least once each month to each member of
the City Council, said listing indicating the warrant
number and amount paid in the event said claim, demand
or voucher was approved and paid or the reason for
disapproval in the event said claim, demand or voucher
was disapproved and not paid.
Section 3. Section 1.56.050 of the Edmonds City Code is
amended to read as follows:
Section 1.56.050 Compliance with state law for damage
claims. No claim or demand for damages to persons or
property shall be presented to the Chief Administrative
Officer or the Mayor for approval nor approved by the
City Council without compliance with the provisions of
RCW Ch. 35A.31.
Section 4.
Section 1.56.070 of the Edmonds City Code is
amended to read as follows:
Section 1.56.070 Certification of claims. All claims
presented against the City by persons furnishing materials,
rendering services or performing labor, or for any other
purpose shall be audited before payment, by the department
head in the City for which department the materials,
services or supplies were supplied or performed. The
Chief Administrative Officer may audit any and all bills
in lieu of any department head. Such claims shall be
prepared for audit and payment on a form providing for
the authentication and certification by the auditing officer
that the materials have been furnished, the services
rendered or the labor performed as described, and the claim
is a just, due and unpaid obligation against the City.
Section 5. Section 1.56.090 of the Edmonds City Code is
amended to correct a scrivener's error, which occurs in the second
paragraph, to read as follows:
Section 1.56.090 Claims for reimbursement for expenses.
No claim for reimbursement of any expenditures by
officers or employees of the City for transportation,
lodging, meals or any other purpose shall be allowed by
any officer or employee charged with auditing accounts
unless the same shall be presented in a detailed amount;
provided, the City Council may prescribe by resolution
amounts to be paid officers and employees as reimburse-
ment for the use of their personal automobiles or other
transportation equipment in connection with officially
assigned duties and other travel for public purposes
approved by the Mayor, or as reimbursement to such
officers and employees in lieu of actual expenses incurred
for lodging, meals or other purposes. The rates for
such reimbursements may be computed on a mileage, hourly,
per day or other basis as determined by resolution.
All claims for reimbursement under this section shall be
duly certified by the officer or employee submitting
such claims on forms and in the manner prescribed by the
division of municipal corporations in the office of the
state auditor.
