AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
ADDING A NEW SECTION 1.01.031 TO THE EDMONDS CITY
CODE CREATING THE POSITION OF COUNCIL PRESIDENT,
DEFINING DUTIES AND RESPONSIBILITIES AND PROVIDING
FOR A PER DIEM ALLOWANCE.
WHEREAS, the City Council finds that providing for the
position of Council President who will have certain duties and
responsibilities will enable the Council to better conduct its
business and thus provide better services to the citizens of
Edmonds, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. A new Section 1.01.031 is hereby added to
the Edmonds City Code to create the position of Council President,
define the duties and responsibilities thereof and provide for a
per diem allowance and to read as follows:
"1.01.031 COUNCIL PRESIDENT.
A. At the first Council meeting of each year the City Council
shall elect one of its members as Council President who
shall also be the Mayor Pro Tempore. The Council President's
term shall be for one (1) year and until his successor is
elected.
B. In addition to any other duties assigned by the City Council,
the Council President shall have the following responsibili-
ties:
1. Make assignments to all Council committees.
2. Schedule committee meetings.
3. Formulate the agenda for City Council meetings.

C. In addition to the regular City Council salary, the Council
President shall be entitled to receive a per diem allowance
at the rate of $5.00 per day that the Council President
performs duties of the office, not to exceed a maximum of
$100.00 per month.
D. Substantiation of the days served for claimed per diem shall
be submitted by the loth day of the following month on a
form to be provided by the Finance Director."
Section 2. This Ordinance shall be in full force and
effect five (5) days after passage and publication by posting as
provided by law.
