AN ORDINANCE PROVIDING FOR THE LICENSING OF
DOGS, DEFINING OFFENSES,DESCRIBING PENALTIES,
ESTABLISHING IMPOUNDING CHARGES AND FEES,
AMENDING CERTAIN SECTIONS OF CHAPTER 5.04 OF
THE EDMONDS CITY CODE, AND ESTABLISHING THE
EFFECTIVE DATE OF SAID ORDINANCE.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 5.04.020 of the Edmonds City
Code is hereby amended to read as follows:
5.04.020 License required. It is unlawful for
any person, firm or corporation to own, possess
or harbor any dog over the age of three (3) months
within the city unless the person, firm or
corporation shall have first procured a license
therefor as hereinafter provided or unless no
license is required, as hereinafter set forth
in this chapter. The provisions of this section
shall not be intended to apply to dogs whose
owners are non-residents temporarily within the
city, nor to dogs brought into the city for the
purpose of participating in any dog show, nor
to "seeing eye" dogs properly trained to assist
blind persons when such dogs are actually being
used by blind persons for the purpose of aiding
them in going from place to place.
Section 2. Section 5.04.030 of the Edmonds City
Code is hereby amended to read as follows:
5.04.030 License issuance --tags. It shall be
the duty of the Police Department or such other
person, firm or entity as shall be designated
by the City Council by contract or otherwise,
to issue dog licenses to persons applying therefor,
upon the payment of the license fee, if applicable,
as herein provided. Upon the issuance of a license,
a metal tag, with number corresponding to the number
of the application shall be furnished to the appli-
cant, who shall cause the same to be attached or
fixed to the dog. Tags shall not be transferable
from one dog to another. The following fee shall
be paid for licenses hereunder:
Spayed females or neutered males
(gold lifetime tags issued) No cost
Dogs less than six months of age
(red tags issued --will be
replaced free at time animal
is spayed or neutered) No cost

Unspayed females over six months
of age $10.00
Un-neutered males over six months
of age $10.00
Replacement of metal tag 1.00
Section 3. Section 5.04.040 of the Edmonds City Code
is hereby amended to read as follows:
5.04.040 Fee due dates --Penalty. All licenses
granted hereunder shall be due and fees therefor
payable on or before the first business day of
January, 1974, and annually thereafter, provided,
however, dogs issued gold lifetime tags shall
not be subject to annual re -licensing. If the
license fees provided for in this chapter are
not paid on or before March 1 of each year, the
applicant shall pay a penalty fee of $10.00 for
each license in addition to the regular fee as
set forth in this chapter; provided, however,
that the fee for an original license application
shall be due and payable within thirty (30) days
after any dog within the city comes into the
charge, care or control of any person who resides
within the city. Provided, further, that any
person within the city who has the charge, care
or control of any dog within the city and such
dog is not licensed as provided in this chapter,
such person shall be subject to a penalty fee
of $10.00 for such improper licensing. Provided,
further, that the Police Department shall have
authority to waive the penalty fee for improper
or delinquent licensing upon receipt of proof of
spaying or neutering of the dog.
Section 4. Section 5.04.060 of the Edmonds City Code
is hereby amended to read as follows:
5.04.060 Dogs excluded from license requirements.
Any person who owns, harbors, or maintains one or
more dogs for the purpose of commercial breeding
and/or training, hunting or boarding shall not be
required to comply with the provisions of this
chapter with respect to licensing so long as the
dogs are restricted within a building or fenced
enclosure intended and designed for the purpose of
kenneling dogs and are not permitted to run at
large. That any person claiming exemption from
the license requirements of this chapter by virtue
of this section must have their facility inspected
and approved in writing by the Police Department or
its designee.

Section 5. Section 5.40.190 of the Edmonds City Code
is hereby amended to read as follows:
5.40.190 Fees Authorized. The Chief of Police
and/or his designee shall be entitled to charge
fees under this chapter as follows:
Impound fees $ 5.00
Board and room per day 2.50
Pick up dog at owner's
request 3.00
Pick up second dog or pet at
same time at owner's
request 1.50
Pick up cat at owner's request 1.50
Pick up second cat or
kitten at same time at
owner's request 1.00
Horses and ponies, impound
fee 10.00
Horses and ponies, board
and room per day 5.00
and the costs of publication of any notice
as required by this chapter.
Section 6. This ordinance shall take effect January 1,
1974.
