AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, AMENDING THE 1980 BUDGET BY AMENDING
ORDINANCE NO. 2105, PASSED BY THE CITY COUNCIL
ON DECEMBER 18, 1979, BY TRANSFERRING $11,103
FROM THE OFF-STREET PARKING FUND NO. 124 TO
THE CAPITAL IMPROVEMENT FUND NO. 325 TO PAY
THE CITY'S SHARE OF CONSTRUCTING THE FISHING
PIER PARKING LOT; TRANSFERRING $30,391 FROM
THE ANDERSON CULTURAL CENTER FUND NO. 336 TO
THE GENERAL FUND NO. 001, DEPARTMENT NO. 830
FOR MAINTENANCE COSTS; TRANSFERRING $24,000
FROM THE ANDERSON CULTURAL CENTER FUND NO.
336 TO THE MUNICIPAL ARTS FUND NO. 117 FOR
THE PURPOSE OF FUNDING ART PROJECTS; AND
TRANSFERRING $2,638 FROM CAPITAL IMPROVEMENT
FUND NO. 325 TO THE SIDEWALK/TRAILS IMRPOVE-
MENT FUND NO. 322.
WHEREAS, due to unforeseen delays the final costs
for the City's share of the Fishing Pier Parking Lot were
not known until after the adoption of the 1980 Budget, and
WHEREAS, monies previously budgeted for maintenance
and art projects relating to the Anderson Center were
included in the Anderson Cultural Center Fund No. 336, and
WHEREAS, the Finance Director has recommended that
these monies, previously budgeted for maintenance and art
projects, be transferred to the appropriate general fund
department in order that the monies remaining in the Anderson
Cultural Center Fund No. 336, together with the proceeds from
the bond sale, will be strictly for construction costs, and
WHEREAS, the State Auditor has recommended that
funds for sidewalk and trail improvements be maintained in a
separate fund, and
WHEREAS, the City Council finds and so declares
that there is an emergency necessitating the passage of an
ordinance amending the 1980 Budget as set forth herein and
that the expenditure and appropriation of said funds is
necessary to provide needed services to the City of Edmonds,
and
WHEREAS, this ordinance has been introduced at
least five days prior to its passage, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 2 of Ordinance No. 2105,
passed by the City Council on December 18, 1979, and the
schedule of revenues and appropriations for each individual
fund and the aggregate totals thereof as set forth on
Exhibit A to said ordinance and incorporated by reference
therein, as amended, is hereby further amended as follows:
1. A transfer of the sum of $11,103 from the
Off -Street Parking Fund No. 124 and a corresponding increase
in revenues and appropriations to and for the Capital
Improvement Fund No. 325 for payment of the City's share of
constructing the Fishing Pier Parking Lot.
2. A transfer of $30,391 from the Anderson
Cultural Center Fund No. 336 and a corresponding increase in
revenues and appropriations to and for the General Fund
No. 001, Department No. 830, for maintenance costs at the
Anderson Cultural Center.

3. A transfer of $24,000 from the Anderson
Cultural Center Fund No. 336 and a corresponding increase in
revenues and appropriations to and for the Municipal Arts
Fund No. 117 for the purpose of funding projects at the
Anderson Cultural Center.
4. A transfer of $2,638 from the Capital Improve-
ment Fund No. 325 and a corresponding increase in revenues
and appropriations to and for the Sidewalk/Trails Improvement
Fund No. 322 for sidewalk and trail improvements.
Section 2. The Finance Director is hereby autho-
rized and directed to make the necessary line item adjust-
ments and entries to reflect the amendments set forth above.
Section 3. The City Council hereby finds and
declares that an emergency exists which could not be reason-
ably foreseen at the time of passage of the 1980 Budget and
that this ordinance shall be in full force and effect upon
the affirmative vote of at least five (5) of the members of
the City Council.
