AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
ADDING TO THE COMPREHENSIVE LAND USE PLAIN OF THE
CITY OF EDMONDS, WASHINGTON, A STATEMENT OF GOALS
PURSUANT TO PLANNING COMMISSION RESOLUTION NO. 436.
WHEREAS, pursuant to Edmonds Planning Commission Resolution
No. 436, the City Council of the City of Edmonds, Washington,
having duly called a public hearing, and having determined that
the Comprehensive Plan should be supplemented with a statement
of goals such being within the purview of the existing documen-
tation of said Edmonds Comprehensive Plan, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Comprehensive Plan of the City of Edmonds,
Washington, is hereby supplemented by adding the following com-
prehensive plan goal statement:
A. People are the most esteemed and valued resource
available, therefore, the City is a vehicle
through which its citizens achieve their aspira-
tions. To this end, a wide variety of living,
working, shopping and playing areas should be
provided so that every citizen can live a full
and productive life in a clean, decent environ-
ment. The City should encourage and provide the
opportunity for citizens to develop themselves
intellectually, physically, culturally and
spiritually.
B. The beauty of the natural environment is one of
Edmonds' most distinctive assets and should be
preserved or improved to the greatest extent
possible as the community develops.
C. Resources available for community development
and operation should be utilized economically
and wisely.
D. The citizens of this community must have the
opportunity to participate in the decision making
processes by making their wishes, opinions and
goals known and considered in the evolution of
consensus that is necessary to govern. Local
government should be the advocate for citizens
in relation to other entities, public or private.

E. The man made environment should be compatible
and complimentary to the natural environment
and those elements that contribute to the heritage
of the community.
