ORDINANCE NO. 2619
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, CREATING AN EDMONDS CENTENNIAL
FUND, DIRECTING THE PURPOSES FOR WHICH FUNDS
MAY BE DEPOSITED AND EXPENDED FROM THE FUNDS,
CONFIRMING APPOINTMENT OF A CITIZENS COMMITTEE
FOR THE EDMONDS CENTENNIAL AND WASHINGTON
STATE CENTENNIAL AND FIXING A TIME WHEN THE
SAME SHALL BECOME EFFECTIVE.
WHEREAS, a Citizens Committee has previously been
appointed by the Mayor in order to organize and promote events
within the City of Edmonds to celebrate the Washington State
Centennial in 1988 and 1989 and the Edmonds Centennial for 1989
and 1990, and
WHEREAS, the purposes for which the Citizens Committee
was established are to provide historical insight into the past
of the State of Washington and the City of Edmonds, thereby
providing educational and cultural enrichment to its citizens,
and
WHEREAS, the Council wishes to establish a fund wherein
private donations and funds raised through the sale of
promotional merchandise may be accrued and expenditures
authorized therefrom for the purposes of promoting said
Centennial celebrations, NOW, THEREFORE,
FOLLOWS:
THE CITY COUNCIL OF EDMONDS, WASHINGTON, DO ORDAIN AS
Section 1. That a fund to be known as the Edmonds
Centennial Fund be and is hereby established in order to account

for funds raised by donation and by the sale of buttons and other
forms of other promotional merchandise relating to the Washington
State and Edmonds Centennial along with such public funds as may
from time to time be appropriated and in order to provide for
expenditures therefrom for the purposes of providing, organizing
and promoting various cultural, educational, social, sports and
other forms of events designed to encourage citizen participation
in the celebration of the Washington State Centennial for the
years 1988 and 1989 and the Edmonds Centennial for the years 1989
and 1990. The Administrative Services Director is hereby
directed to establish such a fund and to provide procedures for
the deposit of monies to and expenditures of money from said
account.
Section 2. The establishment of a Committee for the
purpose of organizing and promoting events relating to the
Washington State Centennial 1988-89 and the Edmonds Centennial
1989-90 is hereby confirmed. The Committee shall consist of
members appointed by the Mayor and confirmed by the Council. In
the event of death, resignation or inability to serve of any
member, future members shall be appointed by the Mayor and
confirmed by the City Council to serve for the duration thereof
until December 31, 1990•
Section 3. Said Committee shall be a Board of the City
and shall serve as such subject to the supervision of the City
staff. The deposit of funds to the Centennial Fund and the
expenditures of money therefrom shall in all respects conform to
the rules and procedures established by law and ordinance and as

set forth in the procedures established by the Administrative
Services Director, provided however, the private funds donated
for the purposes of promoting the Centennial celebration shall
not be deemed subject to any constitutional restriction on
expenditure relating to the City of Edmonds, but rather shall be
treated as donation of funds for any legal purpose associated
with the activities of the Committee.
Section 4. This ordinance, being an administrative
action, is not subject to referendum and shall take effect five
(5) days after publication of the attached summary which is
hereby approved.
