ORDINANCE NO. 2648
AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
ADOPTING THE FINAL BUDGET OF THE CITY FOR THE
FISCAL YEAR COMMENCING JANUARY 1, 1988,
DECLARING AN EMERGENCY AND FIXING AN EFFECTIVE
DATE
WHEREAS, based upon the estimates of revenues and
expenditures received from the City Clerk in conformance with
State law, the Mayor filed the said revised preliminary budget
with the City Clerk together with his budget message, as his
recommendation for the final budget prior to sixty (60) days
before January 1, 1988, and
WHEREAS, the City Clerk provided sufficient copies of
such preliminary budget and budget message to meet the reasonable
demands of taxpayers therefore and published and posted notice of
filing and the availability of said preliminary budget together
with the date of a public hearing for- the purpose of fixing a
final budget, all as required by law, and
WHEREAS, the City Council scheduled hearings on the
preliminary budget for the purpose of providing information
regarding estimates and programs, and
WHEREAS, the City Council did meet on November 17, 1987,
which was on or before the first Monday of the month next
preceeding the beginning of the ensuing fiscal year, for the
purpose of fixing a final budget at which hearing all taxpayers
were heard who appeared for or against any part of said budget,
and
WHEREAS, following the conclusion of said hearing the
City Council made such adoptions and changes as it deemed
necessary and proper, and
WHEREAS, it is essential to the public health, safety
and welfare that said budget be adopted and effective by January
1, 1988; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The final budget for the fiscal year 1988,
three copies of which have been and now are on file with the
office of the City Clerk, by this reference is hereby
incorporated herein as if set forth in full and said final budget
shall be and the same is hereby adopted in full.
Section 2. Attached hereto and identified as Exhibit A,
in summary form, are the totals of estimated revenues and
appropriations for each separate fund and the aggregate totals
for all such funds combined, and by this,reference said Exhibit A
is incorporated herein as if set forth in full.
Section 3. A complete copy of the final budget for
1988, as adopted, together with a copy of this adopting ordinance
shall be transmitted by the City Clerk to the Division of
Municipal Corporations of the office of the State Auditor and to
the Association of Washington Cities.
Section 4. The City Council hereby declares that an
emergency exists necessitating that this ordinance take effect
immediately upon passage by unanimous vote of the members of the
City Council and that the budget adopted thereby be effective on

January 1, 1988. The City Clerk is directed to publish this
ordinance in its entirety.
