AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING THE OFFICIAL ZONING MAP OF EDMONDS,
WASHINGTON, BY CHANGING THE ZONING CLASSIFICATION
OF CERTAIN PROPERTY FROM SINGLE FAMILY RESIDENTIAL
8000 SQUARE FEET (RS8) TO PLANNED RESIDENTIAL
DEVELOPMENT PURSUANT TO PLANNING COMMISSION
APPROVAL OF FILE PRD 1-75.
WHEREAS, the City Council of the City of Edmonds, pursuant
to proper notice and publication, held a public hearing on a
proposed planned residential development (PRD) amendment to the
Official Zoning Map of said City, and having determined that the
recommended PRD zoning designation would be the most appropriate
to provide for the most advantageous development and use of said
property, and that said zoning would be in the interest of the
public health, safety and general welfare, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Official Zoning Map, Edmonds, Washington is
hereby amended by changing the zoning classification of the
following described property from Single Family Residential,
8000 square feet (RS-8) to Planned Residential Development (PRD)
all situate in the City of Edmonds, County of Snohomish, State
of Washington:
That portion of Tracts 11, 12, 13, 14 and 15, Block 5,
Alderwood Manor No. 9, according to the plat thereof as the
same is recorded in Volume 10 of Plats, on page 6, records
of Snohomish County, Washington, more particularly described
as follows:
Beginning at the southwest corner of said Tract 11; thence
S73007.'50"E, along the southerly line of said Tract 11, a
distance of 36.45 feet; thence NO°39'17"E, parallel with
the west line of said Tract 11, a distance of 141.21 feet;
thence S80°36'51"E, a distance of 1.31.91 feet; then south,
parallel with the east line of said Tract 11, a distance
of 21.35 feet; thence S61°25'50"E, a distance of 110.00
feet to an intersection with the east line of said Tract
11; thence north, along said east line, a distance of
94.00 feet, to a point which is 209.00 feet north of
the southwest corner of Tract 12• thence N86111'30"E,
a distance of 265.59 feet to an intersection with the
east line of said Tract 12, said intersection lying
307.00 feet north of the southeast corner of said Tract
12; thence south, along the east line of said Tract 12;
a distance of 307.00 feet to the southeast corner of
said Tract 12; thence S73007150"E, along the south line
of Tract 13, a distance of 232.62 feet; thence north
parallel with the west line of said Tract 13, a distance
of 200.00 feet; thence S73007150"E, parallel with the
south line of Tract 13 and 14 a distance of 219.44 feet;
thence south, parallel with the west line of said Tract
14 a distance of 8.33 feet; thence east, a distance of
342.39 feet to an intersection with the east line of
Tract 15, said intersection being 260.00 feet north of
the southeast corner of said Tract 15; thence north,
along the east line of said Tract 15, a distance of
100.00 feet; thence west, a distance of 225.00 feet
to an intersection with the west line of said Tract
15, thence north, along the west line of said Tract 15,
a distance of 618.53 feet to the northwest corner
of said Tract 15; thence S37100'30"W, along the north
line of Tract 14, a distance of 351.25 feet; thence
N61°25'50"W, along the north line of Tracts 14, 13, 12
and 11, a distance of 976.51 feet to the northwest
corner of said Tract 11; thence S0039'17"W, along the
west line of said Tract 11, a distance of 805.38 feet
to the point of beginning.
Situated in Snohomish County, Washington and
Containing 14.5 Acres more or less.
Section 2. The City Planner is hereby directed to effectuate
the necessary amendments to the Official Zoning Map of the City of
Edmonds, Washington, pursuant to Section 1 of this Ordinance.
Section 3. The building official is hereby authorized to issue
building permits on Division I of the proposed development, speci-
fically lots 1-10, and on lots 1, 2, 3, 13, 14, 15 in Division II;
the issuance of building permits on Phase II, lots 4-12 and 16-34
shall be conditioned upon the contribution of $6,000.00 as offered
by the applicant to the City of Edmonds to insure the public safety
by using said monies either (1) for the purchase of an alternate
access easement at a grade that will provide an emergency exit
and entrance to the property for emergency vehicles, or (2) to
be utilized by the City to defray the cost to purchase a fire attack
unit capable of ascending all street grades in inclement weather.
The building permits shall be issued according to all applicable
city ordinances, conditions placed upon the development by the
City Council, City Engineer and City Planner, and according to
the plans, maps, and exhibits submitted to the City Council for
approval and on file with the Planning Department.
Section 4. The Shell Valley PRD shall be developed in
conformance with the Ordinances of the City of Edmonds and the
covenants, statement of intent, dedications, conditions, maps,
plans and exhibits submitted to the City Council for approval
and on file with the Planning Department in file number
PRD 1-75.
