AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
ESTABLISHING CRITERIA FOR THE DETERMINATION OF THE
REQUIRED NUMBER OF PARKING SPACES FOR BOAT STORAGE
FACILITIES BY ADDING SUCH REQUIREMENTS TO SECTION
12.14.020 (G) TABLE OF MINIMUM STANDARDS OF THE
EDMONDS CITY CODE IN MODIFICATION OF PLANNING
COMMISSION RESOLUTION NO. 500.
WHEREAS, the City Council pursuant to Planning Commission
Resolution No. 500 called a public hearing, and having during
said hearing determined it to be in the best interest of the
public health, safety and welfare to amend the Edmonds Zoning
Ordinance as set forth below, in modification of Planning
Commission Resolution No. 500, and
WHEREAS, the City Council having found that there is a
need to provide guidelines to the Board of Adjustment in
establishing the number of required parking spaces for boat
storage facilities and that due to the nature of such facilities
a uniformed number of required spaces cannot be established but
rather should be decided by the Board of Adjustment on a case
by case basis using the guidelines adopted hereinafter, now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
There is hereby added to Section 12.14.020 (G), Table of
Minimum Standards the following:
"Boat storage facilities subject to the following conditions:
1. The number of parking spaces required shall be determined
-- by the Board of Adjustment whose consideration shall in-
clude but not be limited to the criteria set forth herein-
after. In no event shall the parking required be less
than twenty percent nor more than one hundred percent of
the boat storage spaces provided.
2. The Board of Adjustment shall include in their review
the following criteria:
a. Evaluate the types of storage facilities, i.e.,
dry storage, moorage, leisure boating, fishing -
oriented boating, etc. and assess the demand for
automobile parking associated with the type of
facility proposed;
b. Assess the. convenience factor of boat utilization
as an indicator of automobile parking required
(the time interval from the departure of the
automobile to operating boat in the water);
C. Assess the impact of parking demand in excess of
that provided assuming that other nearby facilities
will be operating in peak demand at the same time
the proposed facility will be operating at peak
demand. Availability of alternative parking sites
that may be utilized with supplementary transporta-
tion connecting the alternative parking site or
sites with the proposed facility.
