AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
PROVIDING FOR AN INCREASE IN THE MEMBERSHIP ON
THE CITY AMENITIES DESIGN BOARD FROM FIVE MEMBERS
TO SEVEN MEMBERS; AMENDING SECTION 1.10.010 AND
1.10.020 OF THE EDMONDS CITY CODE TO PROVIDE FOR
THE MAKE-UP OF THE MEMBERSHIP OF SAID BOARD AND
THE TERM OF SAID MEMBERSHIP.
WHEREAS, the City Council finds that it is in the best
interest of the City to increase the membership of the City
Amenities Design Board from five members to seven members and
that the new members consist of one lay person residing within
the City and one person trained or having practical experience
in any of the design categories provided for in said Code on
any related design field. That such an increase in the
Board membership will provide greater lay citizen input and
expand the capabilities of the Board and lessen the possibility
of the Board's inability to conduct business for want of a
quorum, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 1.10.010 of the Edmonds City Code is
hereby amended to read as follows:
"1.10.010. Board Created --Terms of office. There is
created a City Amenities Design Board consisting of
seven members and the membership of said Board shall
be composed of one architect and/or building designer,
one landscaper and/or landscape architect, one builder
or developer, one educated or having practical experience
in planning, one person trained or having practical ex-
perience in any of the aforementioned categories or any
related design science and two lay persons. The lay
members shall reside within the City Limits of the City
Edmonds. In addition to the above set forth members,
one member of the Planning Commission to be selected
by said Commission shall sit as an ex officio member
of the Board and shall have all the rights of any other
member of the Board except he shall not be entitled to
vote.
Members of said Board shall be appointed by the Mayor
and shall be confirmed by the City Council. Members
shall be selected without respect to political affilia-
tion and they shall serve without compensation."
Section 2. Section 1.10.020 of the Edmonds City Code is
hereby amended to read as follows:
"1.10.020. Terms of Membership. The term of membership
for the members of the Amenities Design Board shall be
for five years, provided, however, at the time of amend-
ment to this Section there are presently Board members
serving terms which will expire in a shorter period
Of time. In order to insure that the fewest terms
will expire in anyone year, the terms of the appointed
positions by position number shall expire on November 5th
of the year set opposite said position number as follows:
Position No. l expires 1979
Position No. 2 expires 1980
Position No. 3 expires 1976
Position No. 4 expires 1977
Position No. 5 expires. 1978
Position No. 6 expires. 1979
Position No. 7 expires 1980
Position No. 6 and No. 7 newly created by this section
shall, for the initial term for such position, be for
less than five years. Each .reappointment to such
position shall be for a five year term.
Vacancies occurring otherwise than through the expiration
of terms may be filled for the unexpired terms. Members
may be removed by the Mayor following a public hearing
with the approval of the City Council for inefficiency,
neglect of duty or misfeasance, in office."
