ORDINANCE NO. 2980
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING PRIOR ORDINANCES TO
CLARIFY THOSE MEETINGS WHICH QUALIFY FOR
COMPENSATION PAYMENTS TO MEMBERS OF THE CITY
COUNCIL AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, Ordinances 2622 and 2741 provide for the payment
of City Councilmembers through a base payment of $350 per month and
$50 per meeting to a maximum of seven meetings per month or $700 in
total, and
WHEREAS, Ordinances 2884 and 2961 have defined City
Council meetings and clarified the list of meetings which qualify
for the $50 payment per month, and
WHEREAS, due to changes in meeting schedules and
committee structures, and changes within other regional entities
over which the City has no control, additional duties or
requirements have been imposed upon Councilmembers as a condition
of office in order to provide full coverage and representation for
the City at various meetings, and
WHEREAS, the provisions of state law and the Washington
State Constitution which prohibit the City Council from increasing
its compensation during their terms of office will be met in that
the maximum number of meetings per month limit of seven has been

retained and there has been no change in either the compensation
per meeting amount nor the monthly limit on compensation, and
WHEREAS, the City Council deems it to be in the public
interest to provide flexibility to the Council President to assign
among Councilmembers other meetings as may be required in order to
provide full coverage for the City in a variety of representational
contexts, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Ordinances 2622, 2741 and 2884 are hereby
clarified and amended in, but only in, the following respect. In
addition to the list of meetings set forth in Section 1 of
Ordinance 2884, the City Council President is hereby authorized to
approve additional meetings to be attended by City Councilmembers
for compensation when, in the Council President's discretion,
attendance is required to provide representation of the City at a
meeting. This approval for attendance at additional meetings may
be extended where attendance has been previously authorized by the
City Council, or in order to provide coverage for the Mayor or
another member of the City Council who is unable to attend such a
meeting. Compensation may be authorized by the City Council
President for attendance at additional meetings regardless of
whether such meetings are listed in the referenced ordinances as
preapproved for payment. In no event shall the total compensation
paid to any City Councilmember exceed the base compensation of $350

a month and $350 for attending seven or more meetings in a month at
$50 per meeting.
Section 2. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not subject
to referendum, and shall take effect five (5) days after passage
and publication of an approved summary thereof consisting of the
title.
