AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTION 1.15.120(1) OF THE EDMONDS CITY
CODE TO ALLOW THE CITY PLANNER TO REDUCE OR WAIVE
THE FIFTY DOLLAR ($50) SEPA THRESHOLD DETERMINATION
FEE.
WHEREAS, the application fee of fifty dollars ($50) for
a threshold determination under SEPA in some instances exceeds
the costs of processing the same, and
WHEREAS, the City Council finds that the Planning
Department shall be given the latitude to reduce or waive
said fee in those instances where it is determined to be
inequitable to charge the full fee and a lesser sum will
cover the costs to the City of processing the item, now,
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1.15.120(1) of the Edmonds City Code is amended
to read as follows:
"1.15.120 Fees.
The following fees shall be required for actions
by the City in accordance with the provisions of this
Ordinance.
1. Threshold Determination.
(a) For a threshold determination to be made by the
City when it is the lead agency, the proponent of the
proposal shall pay a fee of twenty-five dollars ($25)
unless otherwise provided in this section.

(b) No fee shall be charged for threshold determina-
tions for proposed actions which would be categorically
exempt if not located in an environmentally sensitive
area.
(c) The established fee shall be collected prior
to undertaking the threshold determination and the time
periods provided by this Ordinance for completing of
threshold determinations shall not begin to run until
payment of said fee."
