ORDINANCE NO. 2992
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING ORDINANCE 2964 TO AMEND
THE FINAL BUDGET AS PREVIOUSLY ADOPTED FOR THE
CITY FOR THE FISCAL YEAR COMMENCING JANUARY 1,
1994, AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, the City Council is required to adopt the budget for fiscal year 1994
prior to the commencement of said year, and
WHEREAS, final determination of unexpended fund balances can only be
estimated at the time of the adoption of said budget, and revenues actually received often time
exceed conservative fiscal estimates, and
WHEREAS, unanticipated needs for expenditures of funds which could not have
reasonably been anticipated at the time of the formulation of the budget arise from time to time,
and
WHEREAS, the amendments set forth in this ordinance supplement Ordinance
2964, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 1 of Ordinance 2964, and the exhibits attached thereto,
adopting the final budget for the fiscal year 1994, is hereby amended to reflect the following
changes:

A. General Fund #001 - Increase revenues from the Council
Contingency Fund #119 $64,260, and the appropriations
from said General Fund are hereby amended to reflect the
following authorized expenditures:
1. City Council Division - Increase appropriations for
AWC Workshop $280 and to televise City Council
meetings $1,000.
2. Police Deoartment - Increase appropriations for
salary and benefits due to labor contract settlement
$58,150, destruction of firearms $1,330, and
overtime $3,500.
B. Fire Aid Vehicle Fund #005 - Increase revenues from the
Council Contingency Fund #119 and appropriations for air
compressor, $8,150.
C. Criminal Justice Fund #007 - Increase revenues from the
Council Contingency Fund #119 and appropriations for
salary and benefits due to labor contract settlements
$19,510; increase salary and benefits due to underbudgeting
and decrease ending cash by $38,200.
D. Street Fund #111 - Increase revenue by $1,890 from
recycling grant, $10,000 from Council Contingency Fund
#119; appropriations for recycling, salary and benefits due
to labor contract settlement $19,120, computer and signs
for parking enforcement $10,000, and decrease ending cash
$17,230.
E. Building Maintenance Fund#116 - Increase appropriations
for repair of Boys & Girls Club $950 and decrease ending
cash by $950.
F. Council Contingency Fund #119 - Increase the transfer
from said fund by the sum of $101,920; said transfer to be
set forth in this ordinance.
G. Park Acquisition/Improvement Fund #125 - Increase
appropriations by $10,010 for Union Oil Marsh Walkway
Project and decrease ending cash by $10,010.

H. Cemetery Improvement Fund #130 - Increase
appropriations by $1,260 for salary and benefits due to
labor contract settlement and decrease ending cash by
$1,260.
I. Capital Improvement Fund #325 - Increase appropriations
by $64,340 and increase beginning cash by $64,340 for
Public Works Facility street improvements.
J. Combined Utility Operating Fund #411 - Increase
appropriations by $33,930 for salary and benefits due to
labor contract settlement and decrease ending cash by
$33,930.
K. Combined Utility Construction Fund #412 - Increase
appropriations by $205,000 for 88th Avenue Drainage
Project and decrease ending cash by $205,000.
L. Equipment Rental Fund #511 - Increase appropriations by
$4,120 for salary and benefits due to labor contract
settlement and decrease ending cash by $4,120.
Section 2. The Finance Director is hereby authorized and instructed to effectuate
the necessary changes to the 1994 budget and make all necessary and appropriate line item
entries and adjustments to Ordinance 2964 as set forth in Section 1 of this ordinance.
Section 2. Severability. If any section, sentence, clause or phrase of this
ordinance should be held to be invalid or unconstitutional by a court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other
section, sentence, clause or phrase of this ordinance.
Section 3. Effective Date. This ordinance, being an administrative action, is not
subject to referendum and shall take effect five (5) days after publication of an approved
summary thereof consisting of the title.
