AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING SECTIONS 1.32.030, 1.32.032 AND 1.32.033 OF
THE EDMONDS CITY CODE TO CREATE THE OFFICE OF DIRECTOR
OF PUBLIC WORKS; SPECIFYING THE MANNER OF APPOINTMENT
AND REMOVAL OF THE OFFICER; PROVIDING THAT PRESENT
REFERENCES TO CITY ENGINEER AND SUPERINTENDENT OF
PUBLIC WORKS SHALL BE CONSTRUED TO MEAN DIRECTOR
OF PUBLIC WORKS; AMENDING SECTIONS 1.36.010 AND
1.36.030 TO CREATE AN OFFICE OF DIRECTOR OF COMMUNITY
DEVELOPMENT; PROVIDING FOR APPOINTMENT AND REMOVAL
OF SAID OFFICER; PROVIDING THAT REFERENCES TO CITY
PLANNER SHALL BE DEEMED TO MEAN DIRECTOR OF COMMUNITY
DEVELOPMENT AND REPEALING SECTIONS 1.32.031, 1.32.034,
1.32.035, AND 1.32.040 OF THE EDMONDS CITY CODE.
WHEREAS, the Mayor has presented to the Council a plan for
restructuring the administrative offices of the City, and
WHEREAS, the Council finds that the proposed restructuring
will result in more efficient operations, a greater accountability
of department heads, and a monetary savings as a result of less
duplication of effort, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 1.32..030 of the Edmonds City Code is
hereby amended to read as follows:
111.32.030. Director of Public Works. There is hereby
created the office of Director of Public Works which
shall be filled by appointment by the Mayor, subject to
confirmation by the City Council, and who shall serve
at the pleasure of the Mayor. The Director of Public
Works shall be in charge of all engineering and public
works functions within the City and shall perform such
other duties as may be assigned by the Mayor."
Section 2. Section 1.32.032 of the Edmonds City Code

is hereby amended to read as follows:
"1.32.032. Director of Public Works' Salary. The
Director of Public Works' salary shall be fixed by
ordinance by the City Council."
Section 3. Section 1.32.033 of the Edmonds City Code is
hereby amended to read as follows:
"1.32.033. Reference to City Engineer or Superintendent
of Public Works. Whenever references are made in the
Edmonds City Code or any ordinance of the City of
Edmonds to the City Engineer or Superintendent of Public
Works said references shall hereafter be construed to
mean the Director of Public Works or his designee."
Section 4. Section 1.36.010 of the Edmonds City Code is
hereby amended to read as follows:
"1.36.010. Director of Community Development. There is
hereby created the office of Director of Community Develop-
ment which shall be filled by appointment by the Mayor,
subject to confirmation by the City Council, and who
shall serve at the pleasure of the Mayor."
Section 5. Section 1..36.020 of the Edmonds City Code is
hereby amended to read as follows:
"1.36.020. Duties. The Director of Community Development
shall direct the operations of the Planning Department,
Building Department and Parks and Recreation Department,
in addition to such other duties as may be assigned by the
Mayor."
Section 6. A new Section 1.36.025 is hereby added to
the Edmonds City Code to read as follows:
"1.36.025. Salary. The Director of Community Development
shall receive a salary in such amount as the City Council
may from time to time establish by ordinance."
Section 7. Section 1.36.030 of the Edmonds City Code
is hereby amended to read as follows:
"1.36.030. References to City Planner. Whenever references
are made in the Edmonds City Code or any ordinance of the
City of Edmonds to the City Planner, said reference shall
hereafter be construed to mean the Director of Community
Development or his designee."

Section 8. A new Section 1.36.025 is hereby added to the
Edmonds City Code to read as follows:
"1.36.025. Duties of City Planner. The City Planner shall
have the customary duties of a City Planner, including but
not limited to, advising and making recommendations to the
City Council, planning commission, Board of Adjustment, and
such other boards and bodies within the governmental unit
of the City of Edmonds requesting and needing his -assistance,
consulting with and advising other city officials, regarding
planning matters and the coordination of the interrelated
parts thereof, with primary emphasis on the various com-
prehensive plans of the city, zoning, platting and subdivision,
comprehensive street, utilities and parks development, and
such other matters as from time to time he may be directed
to pursue by the City Council and/or the Mayor."
Section 9. Sections 1.32.031, 1.32.034, 1.32.035 and
1.32.040 of the Edmonds City Code are hereby repealed.
