AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
ADDING A NEW SECTION 12.14.020(H)(7) TO THE EDMONDS
CITY CODE TO ALLOW TEMPORARY PARKING LOTS UNDER
CERTAIN CONDITIONS AND AMENDING THE TABLE OF CON-
DITIONAL USES CONTAINED IN EDMONDS CITY CODE
12.16.070 IN MODIFICATION OF PLANNING COMMISSION
RESOLUTION NO. 540.
WHEREAS, the City Council of the City of Edmonds,
Washington, pursuant to Planning Commission Resolution No.
540 called a public hearing and during said hearing having
determined it to be in the best interests of the public
health, safety and general welfare to amend the Edmonds
Zoning Ordinance as set forth below in modification of
Planning Commission Resolution No. 540, and having deter-
mined that there will be no significant adverse environmental
impacts, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. There is hereby created a new Section
12.14.020(H)(7) in the Edmonds City Code to read as follows:
"12.14.020(H)(7). Temporary Parking Lots. The permanent
parking lot requirements contained in this chapter shall
not apply to temporary parking lots which have been
granted a conditional use permit. Any permit issued
hereunder shall be subject to the following conditions:
(a) The conditional use permit may be granted only
after the Board of Adjustment finds that there
are unusual circumstances which necessitate the
use of the property as a parking lot for a
temporary period.
(b) The conditional use permit shall be valid for one
year only, provided, however, that the applicant
may apply to the Board of Adjustment for a single
one year extension.

(c) The applicant shall agree to provide a finished
surface which will not cause or aggravate a
drainage problem or interfere with regular main-
tenance of city streets and walkways.
(d) Review by the Amenities Design Board of the pro-
posal. Permitee shall install all landscaping
or other screening devices found to be required
by the Amenities Design Board.
(e) The applicant shall be required to construct
permanent improvements in adjacent city rights -of -
way according to city standards. The improvements
may include curbs, sidewalks, gutters and storm
sewers."
Section 2. The Table of Conditional uses contained in
Section 12.16.070 of the Edmonds City Code is hereby supple-
mented by adding the following to said Table:
