AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, PRO-
VIDING FOR CERTAIN EMPLOYEE BENEFITS IN LIEU OF CON-
TINUED COVERAGE UNDER SOCIAL SECURITY, AUTHORIZING
THE EXECUTION OF AN EMPLOYEE BENEFIT TRUST AGREEMENT,
AMENDING CHAPTER 1.24 OF THE EDMONDS CITY CODE AND RE-
PEALING CERTAIN SECTIONS THEREIN.
WHEREAS, provisions of Federal law and RCW 41.48 allow
the City to withdraw from the coverage under the Federal Old
Age Survivors Disability and Health Insurance Act, (Social
Security Act), and to provide comparable coverage under a
private benefit plan, and
WHEREAS, pursuant to a referendum a majority of City
employees have indicated their desire to withdraw from
Social Security coverage, and
WHEREAS, bargaining units for the City Police, Fire and
Public Works Employees have approved of the withdrawal from
Social Security and adoption of the City of Edmonds Employees
Benefit Plan--1977, adopted herein, and
WHEREAS, pursuant to the State law a certified copy of
Edmonds City Council Resolution No. 330, passed by the Council
on June 3, 1975, which indicated Council intent to withdraw
from Social Security on June 30, 1977, was sent to the offices
the then Governor, Daniel Evans.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Chapter 1.24 of the Edmonds City Code is
hereby amended to be entitled, "Municipal Employees Benefit
Trust."

Section 2. Section 1.24.010 of the Edmonds City Code
is hereby amended to read as follows:
"Section 1.24.010 Employee Benefit Plan Authorized.
There is hereby established for qualified City employees
a benefit plan•to be provided by the City in lieu of
coverage under the Federal Old Age Survivors Disability
and Health Insurance Act. The benefit plan shall be
as set forth in that certain document entitled, 'City
of Edmonds Employees Benefit Plan,' prepared by
Howard Johnson and Company, three copies of which are
and have been on file in the office of the City Clerk
for use and examination by the public."
Section 3. Section 1.24.020 of the Edmonds City Code
is hereby amended to read as follows:
"1.24.020 Plan Mandatory. The terms of the Plan shall
be mandatory for all present and future qualified City
employees."
Section 4. Subsequent to all unions executing the agree-
ment mandated by the City Council on April 12, 1977, the Mayor
is authorized to execute the Plan and to take all necessary
steps to effectuate the replacement of Social Security with
the Plan.
Section 5. Sections 1.24.030, 1.24.040 and 1.24.050 of
the Edmonds City Code are hereby repealed.
