AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING CHAPTER 11.16 OF THE EDMONDS CITY CODE;
PROVIDING AN ALTERNATE METHOD OF DETERMINING
SEWER CONNECTION CHARGES FOR PROPERTIES WHICH
HAVE NOT BEEN PREVIOUSLY ASSESSED; AND AMENDING
THE FEE SCHEDULE FOR EXTENSION OF A SEWER MAIN-
LINE.
WHEREAS, the present method for determining sewer con-
nection charges for properties whose sewers were not installed
by the L.I.D. method should be amended to require calculation
of the actual costs of installing said sewers, and
WHEREAS, sewer connection fees should be amended to re-
flect the actual amount of use, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Section 11.16.010 of the Edmonds City Code
is hereby amended to read as follows:
"11.16.010 Sewer Connection --Required. The owner of any
building abutting upon any trunk, and/or lateral sewer,
or being within 200 feet of the same, must make connection
therewith within sixty days of acquiring the property and
must pay to the City for such connection a sum as set
forth in this Chapter."
Section 2. A new Section 11.16.011 is hereby added to
the Edmonds City Code to read as follows:
"11.16.011 Sewer Connection Charges--L.I.D. If the in-
stallation of the trunk and/or lateral sewer was paid
for by Local Improvement District assessments, the sewer
connection charge shall be a sum equal to the zone front
foot cost of like lots, tracts or parcels of property
located within the Local Improvement District which paid
for the sewer installation."
Section 3. A new Section 11.16.012 is hereby added to
the Edmonds City Code to read as follows:

"11.16.012 Sewer Connection Charges--Non-L.I.D.
1. In the event the trunk and/or lateral sewer was
installed by some method other than a Local
Improvement District, the sum for such connection
charge shall be the actual cost per zone front
foot of installing said trunk and/or lateral sewers.
This actual cost shall be based upon substantiated
data and be calculated by the zone -and -termini
method of assessment in accordance with the statutes
of the State of Washington. The minimum fee shall
be $300.00 as set forth below. Provided, that
in no event shall any such connection be less than
$300.00.
2. If the actual costs of installation of said
sewers cannot be accurately determined, as pro-
vided above, the sum for the sewer connection
charge shall be at the rate per zone front foot
set forth in the following schedule:

3. All connection fees must be paid to the City prior
to connection to the sewer, and they shall be ex-
clusive of the cost of side sewers, which costs are
a separate expense of the property owner and not
paid to the City."
Section 4. A new Section 11.16.013 is hereby added to
the Edmonds City Code to read as follows:
"11.16.013 Additional Charges. In addition to those
fees imposed in Sections 11.16.011 and 11.16.012 of
the Edmonds City Code, the owner of any building having
plumbing abutting upon any trunk and/or lateral sewers
or being within 200 feet of the same or any builder,
platter or land developer who extends at his own cost

any City sewer main line a distance of 200 feet or
more, shall pay a sewer connection fee as set forth
below.

All such connection fees shall be paid to the City prior
the connection with the sewer."
Section 5. A new Section 11.16.014 is hereby added to the
Edmonds City Code to read as follows:
"11.16.014 Lateral Sewer Charges. Charges for lateral
sewer lines installed other than by Local Improvement
District in order to afford connection to an existing
trunk and/or lateral sewer shall be charged to the
person seeking such connection at the rate of $100.00
each for such laterals installed prior to January 1,
1973, and at the rate of $150.00 per such lateral for
those installed after January 1, 1973."
