AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING THE SCHEDULE ATTACHED TO SECTION 2 OF
ORDINANCE NO 1885, PASSED DECEMBER 21, 1976.
BY MAKING CERTAIN ADJUSTMENTS TO THE 1977 BUDGET
BY TRANSFERS BETWEEN FUNDS, ADJUSTING FOR
UNANTICIPATED REVENUES AND MAKING CERTAIN
APPROPRIATIONS.
WHEREAS, at the time of passage of Ordinance No. 1885,
there were certain expenditures in the Fire Department for
fire hoses which were not ascertainable until after the
passage of the 1977 Budget Ordinance, and,
WHEREAS, since the passage of said Budget Ordinance
the City Council has found that it is necessary to replace
four (4) vehicles for the Water Department, necessitating
a transfer of funds from the Water/Sewer Department to the
Equipment Rental Fund, and
WHEREAS, at the time of the passage of the 1977 Budget
the City Council was unable to estimate what monies, if any,
would be received by the City in the form of CETA monies
from the federal government. That said monies are now
available, will be received and it is necessary to appropriate
the same, and
WHEREAS, the City has received a substantial increase
in the retail sales tax revenues, which increase was not
reasonably anticipated at the time of the adoption of the
1977 Budget. That such unanticipated revenues will now
enable the City to accomplish repaving for a portion of
78th Avenue W., which project could not have been funded
without such an unanticipated increase in revenues, and
WHEREAS, the City has received unanticipated grant
revenues into the Federal Shared Home Safety Fund No. 195
and it is necessary to appropriate the same, and
WHEREAS, the federal government has created a new
form of CETA project funding and has approved grants in
the amount of Thirty One Thousand Eight Hundred ($31,800.00)
Dollars to the City necessitating the creation of a new
fund entitled "CETA Project Fund No. 102", and
WHEREAS, the City Council could not reasonably foresee
the receipt of said CETA project monies and it is necessary
to appropriate the same, and
WHEREAS, the City Council for the foregoing reasons
finds that there is an emergency and that this Ordinance
has been introduced for not less than five (5) days prior
to its passage, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 2 of Ordinance No. 1885, passed
on December 21, 1976, and the schedule attached to said
Ordinance and incorporated by reference in said Section
2, hereby amended to reflect the following changes:
1. An increase in the cash on hand in the Fire
Department Account No. 301.10 of Six Thousand ($6,000.00)
Dollars for the purchase of required fire hoses;
2. A transfer from the Water/Sewer Fund No. 411
of the sum of Six Thousand Three Hundred ($6,300.00) Dollars
to the Equipment Rental Fund No. 511 for the purpose of
replacing four (4) vehicles for the Water Department;
3. An increase to the CETA Fund No. 101 of
revenues in the amount of Two Hundred Ten Thousand Two
Hundred Eighty -Three ($210,283.00) Dollars and a correspond-
ing increase in the appropriations from said fund by reason
of notification that said funds are forthcoming to the City;
4. A transfer from unanticipated retail sales tax
revenues of the sum of Seventy -Two Hundred ($7,200.00)
Dollars to the Street Arterial Fund No. 112 and a correspond-
ing appropriation of the same for the purpose of applying an
asphalt overlay on a portion of 78th Avenue W.;
5. An increase of Thirteen Thousand Seven Hundred
Seventy ($13,770.00) Dollars in the Federal Shared Home
Safety Fund No. 195 by reason of receipt of unanticipated
grant monies and a corresponding appropriation of the same
to continue said program;
6. The creation of a new fund entitled "CETA
Project Fund No. 102", a transfer into said fund the sum
of Thirty -One Thousand Eight Hundred ($31,800.00) Dollars
as unanticipated grant monies for various CETA projects
received from the federal government, and a corresponding
appropriation of said monies for the projects for which
funding has been approved.
7. Transfer the sum of Twenty -Six Thousand Two Hundred
Eighty ($26,280.00) Dollars from the Junior High Fund No.105
to the General Fund No. 001 for the reason the City no
longer has any right of occupancy in said facility and the
need for said Fund no longer exists.
Section 2. The Finance Director is hereby instructed
and authorized to make the necessary line adjustments and
entries to reflect the transfers and appropriations set
forth hereinabove in Section 1.
Section 3. A copy of this Amendatory Ordinance,
together with the Amended Summary Schedule and Budget
shall be transmitted by the City Clerk to the Division
of Municipal Corporations of the State Auditor and the
Association of Washington Cities.
