ORDINANCE NO. 2190
AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, AMENDING SECTION 15.00.020 OF THE
EDMONDS CITY CODE TO REVISE FEES CHARGED
BY THE PLANNING DEPARTMENT, PUBLIC WORKS
DEPARTMENT AND BUILDING DEPARTMENT; AMEND-
ING SECTION 15.00.030(D) TO INCREASE THE
RIGHT-OF-WAY CONSTRUCTION PERMIT FEE; AND
ESTABLISHING AN EFFECTIVE DATE.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 15.00.020 of the Edmonds City
Code is hereby amended to read as follows:
"15.00.020 APPLICATION FEES
The applicable application fee from the following list shall
be paid before the Permit Coordinator may accept any appli-
cation. Application fees are for city processing services,
and are not refundable because an application is denied or
modified. The City Council may adopt rules providing for
the partial refund of application fees for withdrawn appli-
cations in relation to the number of hours spent by the city
staff in reviewing the application.
A. Planning Department
1. Comprehensive Plan Change: $100
2. Conditional Use Permit: $60
3. Design Review: $100 for projects over 4000 square
feet or 4 units, whichever first
occurs
4. Home Occupations: $25
5. Housing for the Elderly: $25
6. Joint Use of Parking: $25
7. Planned Residential Development:
a. Preliminary: $200 plus $20/acre or fraction
thereof
b. Final: $200
8. Rezone: $150; additional $50 if contract rezone
9. Setback Adjustment: None
10. Sign Permit: $15, plus $1 per square foot of sign
area
11. Shoreline Permit: $100
12. Street Map Change: $100
13. Subdivisions:
a. Formal Subdivision:
(1) Preliminary: $100 plus $20 per lot
(2) Final Plat Check: Same amount as
Preliminary
b. Short Subdivision: $20 per lot
C. Lot Line Adjustment: $20 per lot
14. Variance: $40
15. Environmental Checklist: $35; none if required
only by Section 20.15.040
16. Environmental Impact Statement: Full cost of city
review or preparation
17. Street Vacation: $75, refund $50 if no appraisal
required
18. Appeals: None
19. Extensions of time where authorized by this code:

B. Public Works Department
1. Variance to Underground Requirements: $25

3. Housing Compliance Inspection: $25
4. Fence Permit: $2
5. The determination of value or valuation under the
provisions of the UBC shall be based on the latest
edition of "Building Standards," published by the
International Conference of Building Officials.
6. Demolition Permit: $10"
Section 2. Section 15.00.030 (D) (2) and (3) are
hereby amended to read as follows:
"2. A fee of $30 for the first 100 feet and $5 for each
additional 100 feet or portion thereof shall be paid
for construction or excavation on fully improved
streets from back of walk to back of walk and on the
paved surface of partially improved streets.
3. A fee for construction or excavation within City right-
of-ways beyond the limits of improvements of the street
shall be paid at $30 for the first 100 feet and $1 for
each additional 100 feet or portion thereof."
Section 3. The fees set forth in this ordinance
shall apply to all permits applied for on and after January 1,
1981, but which have not received final approval prior to
the effective date of this ordinance.

Section 4. This ordinance shall be in full force
and effect five (5) days after passage and publication by
posting as provided by law.
