Ordinance 2197WDT/trs 2/19/81 ORDINANCE NO. 2197 AN ORDINANCE OF THE CITY OF EDMONDS, WASH- INGTON, AMENDING SECTION 7.30.030(A) AND (B) OF THE EDMONDS CITY CODE TO ESTABLISH NEW RATES FOR WATER CONSUMPTION; AMENDING SECTION 7.30.040 OF THE EDMONDS CITY CODE TO ESTABLISH UTILITY CHARGES; AND ESTAB- LISHING AN EFFECTIVE DATE. WHEREAS, the City has retained the services of Price Waterhouse and Company to perform a study of the City's water and utility rate structure and to develop water and utility rates which would insure the ongoing financial integrity of the City's utility and which are fair, just and reasonable for all user classes, and WHEREAS, the Council has conducted extensive hear- ings on the City's water and utility rates and has received information from the City staff as well as members of the public, and WHEREAS, based on the recommendations of the public, the Price Waterhouse and Company study and the City staff, the City Council finds that the following rates for water and utility service in the City of Edmonds are suffi- cient to generate sufficient revenues to assure continued operation of the City's utility and that the rates are fair and equitable among the different classes of users in the City, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Sections 7.30.030(A) and (B) of the Edmonds City Code are each hereby amended to read as follows: "A. Base rate. A base rate to be paid by customers for water supplied through meters is hereby fixed on a bimonthly basis as follows: 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. In addition to the base rate, set forth above, there shall be an additional charge to the cus- tomer at the rate of $.66 per 100 cubic feet of water consumed." Section 2. Section 7.30.040 of the Edmonds City Code is hereby amended to read as follows: "7.30.040 UTILITY CHARGES The utility to and made through the charges set forth in this section shall be added a part of the bimonthly rates for water supplied meters as set forth in Section 7.30.030: A. For customers who are served by City waterlines, the following charges are imposed: 1. Single-family residence 2. All other customers CONNECTED TO SEWERS $13.70(bimonthly) $.72 per 100 cubic feet of metered water consumption UNCONNECTED TO SEWERS $7.80(bimonthly) $7.80(bimonthly) B. For who are 1. 2. customers who are not served by City waterlines but are connected to City sewers, the following charges imposed: Single-family residence $13.70(bimonthly) Duplex, apartment houses and other multi -unit residences 3. Hotels, motels, trailer parks, and trailer courts 4. Schools 5. Office buildings 6. Business, commercial 7. Manufacturing and industrial 8. Taverns, service stations 9. Laundries, laundro- mats, car washes, supermarkets, restaurants 10. Hospitals, nursing homes 11. Churches, fraternal and service organi- zations with 3/4" meter 12. Churches, fraternal and service organi- zations with 1" meter $6.75(bimonthly)/unit $7.33(bimonthly)/room or unit $.353(bimonthly)/ student, based on architect's rated capacity $10.22(bimonthly)/ office in same building $19.39(bimonthly)/ each business even though in same building $17.41(bimonthly) $80.47(bimonthly) $7.17(bimonthly)/bed $34.20(bimonthly) $60.18(bimonthly) C. These rates do not apply to industries or manufacturing concerns which have industrial wastes. These, together with other activities not covered in this chapter, shall be dealt with on a special basis and have special rates set for the particular business by the water/utility administrative staff, subject to review and approval by the City Council." Section 3. The water and utility charges imposed by this ordinance shall be effective on and after March 5, 1981. Section 4.
