ORDINANCE NO. 2212
AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, AMENDING THE 1981 BUDGET BY AMEND-
ING ORDINANCE NO. 2186, PASSED BY THE CITY
COUNCIL ON DECEMBER 20, 1980, TO INCREASE
THE REVENUES AND APPROPRIATIONS TO AND FROM
SAID BUDGET DUE TO UNANTICIPATED CASH CARRY
FORWARD AND UNANTICIPATED REVENUE; AND
PROVIDING FOR THE APPROPRIATION OF SAID
REVENUE; AND TRANSFERING MONIES FROM THE
COUNCIL CONTINGENCY FUND.
WHEREAS, the City is required by applicable state
law to finalize its annual budget prior to the commencement
of the fiscal year, and
WHEREAS, the amounts of revenues and appropria-
tions can only be estimated at the time of finalization of
said budget, and
WHEREAS, subsequent to the finalization of the
1981 Budget, the City has determined that there is an
increase in the balance of the cash carry forward in the
amount of $89,220.00, and that the City has further received
an increase in revenues in the amount of $12,259.00, and
WHEREAS, it is necessary to include these in-
creased cash carry forward and revenues in the 1981 Budget
and provide for appropriation of the same, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 2 of Ordinance No. 2186,
passed by the City Council on December 20, 1980, and the
schedule of revenues and appropriations for each individual
fund and the aggregate totals thereof as set forth on
Exhibit A attached to said ordinance and incorporated by
reference, are hereby amended to reflect the following
changes:
A. An increase in the beginning cash balance in
the General Fund No. 001 of $89,220.00 representing unanti-
cipated cash carry forward. An increase in revenues to the
General Fund No. 001 in the amount of $12,259.00 represent-
ing the receipt of unanticipated revenues in the form of a
refund from the Municipal Employees Benefit Trust of the sum
of $3,969.00 and a transfer from the Council Contingency
Fund No. 119 to the General Fund in the amount of $8,290.00.
B. There is hereby appropriated from the General
Fund No. 001 the sum of $73,020.00 which sum is to be trans-
fered to the Council Contingency Fund No. 119.
C. There is hereby appropriated for expenditure
by Parks and Recreation Department No. 730 the sum of
$16,200.00 to be spent for staff salaries and benefits.
D. There is hereby appropriated to the Council
Department No. 100 the sum of $5,790.00 for the purpose of
providing $5,440.00 for the County Health Planning Council
and the sum of $350.00 for determination of the cost of
converting the Meadowdale Playfield to a public park.
E. There is hereby appropriated within the
General Fund to the Planning Department No. 710 the sum of
$2,500.00 for the purpose of purchasing equipment and
supplies for an in-house space needs study.

F. The sum of $3,969.00 is hereby transfered
from General Fund No. 001 to the Capital Improvements Fund
No. 325 and said sum is hereby appropriated from said
Capital Improvements Fund No. 325 for the purpose of paying
for the cost of sidewalk improvements to City property.
Section 2. The sum of $4,000.00 is hereby trans-
fered from the Council Contingency Fund No. 119 to the
General Fund No. 001, Building Department No. 720, for the
purpose of providing funding for a part-time building inspec-
tor position during the summer months.
Section 3. The Finance Director is hereby autho-
rized and instructed to effectuate the necessary changes to
the 1981 Budget and to make all necessary and appropriate
line item entries and adjustments in order to reflect the
increases to revenues and appropriations and the transfer
between funds as set forth hereinabove in this ordinance.
Section 4. This ordinance having been on file
with the City Clerk for more than five days prior to its
date of passage shall be in full force and effect five (5)
days after its passage and publication by posting as pro-
vided by law.
