ORDINANCE NO. 2290.
AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON, AMENDING SECTION 19.75.000 OF THE
COMMUNITY DEVELOPMENT CODE ADOPTING BY
REFERENCE THE UNIFORM FIRE CODE, 1979
EDITION AND THE LIFE SAFETY CODE, 1981
EDITION; AND AMENDING SECTION 19.75.175(A)
AND (B) REGARDING SMOKE DETECTORS IN RESI-
DENTIAL AND COMMERCIAL BUILDINGS.
WHEREAS, recently a national code has been developed
pertaining to the life safety of multiple dwelling units and
commercial occupancies known as the Life Safety Code, which
provides basic life safety requirements for new and existing
buildings and supplements the Uniform Building Code and the
Uniform Fire Code, and
WHEREAS, the adoption by reference of this code
would promote the health, safety and general welfare of the
citizens of Edmonds, and
WHEREAS, the State of Washington has recently
adopted a new Chapter 212-10 of the Washington Administrative
Code requiring smoke detectors in all nonowner occupied resi-
dential units, which are not occupied by the owner, and
WHEREAS, Section 19.75.175 of the Edmonds Community
Development Code was adopted prior to the adoption of WAC
212-10 and should now be made consistent with state regula-
tions, and
WHEREAS, adoption by reference of Chapter 212-10 of
the Washington Administrative Code would promote the health,
safety and welfare of the citizens of Edmonds, and
WHEREAS, three copies of the 1979 edition of the
Uniform Fire Code, including Appendices A, B, C, D, E, F, G,
H and I, the 1981 edition of the Life Safety Code and Chapter
212-10 of the Washington Administrative Code have been on
file in the Office of the City Clerk at the time of consider-
ation and prior to passage of this ordinance, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 19.75.000 of the Community
Development Code is hereby amended to read as follows:
19.75.000 Adoption of Safety Codes
A. Uniform Fire Code Adopted
The "Uniform Fire Code, 1979 Edition," includ-
ing Appendices A, B, C, D, E, F, G, H and I, is
adopted and by this reference is incorporated
herein as if set forth in full as the Uniform
Fire Code of the City of Edmonds, subject to
the changes set forth below.
B. Life Safety Code Adopted
The "Life Safety Code," 1981 Edition, National
Fire Protection Association Publication
No. 101, is adopted and by this reference is
incorporated herein as if set forth in full as
the Life Safety Code of the City of Edmonds.
C. WAC 212-10 Adopted
Chapter 212-10 of the Washington Administrative
Code, "Smoke Detection Devices in Dwelling
Units," is adopted and by this reference incor-
porated herein as if set forth in full.

Section 2. The City Clerk is hereby directed to
maintain three copies of the 1979 edition of the Uniform Fire
Code including Appendices A, B, C, D, E, F, G, H and I, the
1981 edition of the Life Safety Code and Chapter 212-10 of
the Washington Administrative Code on file in the Office of
the City Clerk for public use and inspection at all times
during regular City business hours.
Section 3. Section 19.75.175 (A) is hereby amended
to read as follows:
A. Residential Buildinqs
1. All multi -family residential buildings shall
have smoke detection and fire alarm systems
installed that comply with 212-10 WAC and,
when applicable, Section 10.307 of the 1979
Edition of the Uniform Fire Code.
2. Fire alarm systems (automatic, manual) re-
quired by this section shall be installed in
all buildings specified by the Uniform Fire
Code, whether existing or new, by July 1,
1982.
3. Smoke detectors required by 212-10 WAC shall
be installed by July 1, 1982.
4. Installation shall be in accordance with the
current city adopted edition of the Uniform
Building Code, Uniform Fire Code, applicable
National Fire Code.
5. Audible sounding devices will be placed on
each floor in sufficient numbers to insure
audibility in all areas of the building.
6. Minimum readings on the DBA scale shall be
60 or 15 DBA above ambient readings.
7. In apartment type buildings, audible devices
shall be installed in each unit, unless an
acceptable alternate is approved by the Fire
Chief.

Section 4. Section 19.75.175(B) of the Community
Development Code is hereby amended to read as follows:
B. Commercial Buildings
Commercial buildings shall comply with the re-
quirements outlined in the Life Safety Code and
Uniform Fire Code, as adopted by reference by
this chapter.
Section 5. This ordinance shall be in full force
and effect five (5) days after passage and publication by
posting as provided by law.
