ORDINANCE NO. 2395
AN ORDINANCE OF THE CITY OF EDMONDS, WASHING -
TON, RELATING TO TRAFFIC AND AMENDING SECTION
8.16.040 OF THE EDMONDS CITY CODE REGARDING
SPEED LIMITS.
WHEREAS, the City Engineer, acting as the City's
traffic engineer, in conjunction with the State Department of
Transportation, has conducted engineering and traffic
investigations and has determined that the speed limit per-
mitted by state law on certain streets is greater than is
reasonable or safe under the conditions found to exist upon
such streets and has recommended such speed be decreased, and
WHEREAS, the City Council adopts the recommendation
of the City Engineer that the speed limit on certain parti-
cular streets be decreased from that allowed by state law
now, therefore,
THE CITY COUNTIL OF THE CITY OF EDMONDS, WASHINGTON
DO ORDAIN AS FOLLOWS:
section 1. Section 8.16.040 of the Edmonds City Code
is hereby amended to read as follows:

Section 2. The City Engineer is hereby directed to
submit a certified copy of this ordinance to the Secretary of
the State Department of Transportation, or designee for
arm
approval pursuant to RCW 46.61.415, and to file any document
received from the State Department of Transporation approving
the provisions of this ordinance with the City Clerk who
shall cause the same to be attached to this ordinance and
posted with the ordinance.
Section 3. The Superintendent of Public Works is
hereby directed to post signs in conspicuous locations
consistent with the provisions of this ordinance as soon as
the State approves such provisions.
Section 4. This ordinance shall be in full force and
effect five (5) days after passage and publication by posting
as provided by law.

Attached is a memo and proposed City ordinance to the Edmonds
City Council regarding speed limits on SR 524. These are the same
speed limits as recommended by your staff in your letter dated
August 1, 1983. The Edmonds City Council passed the ordinance on
September 13, 1983.
Please take the necessary action to have the new speed limits
approved through the District Administrator and verify when the
approval is official. We will have the signing changes made subject
to verification.

SUBJECT: AMENDMENT TO SECTION 8.16.040 OF THE CITY
CODE. "DECREASE OF STATE LAW MAXIMUM SPEED"
Due to recent annexations, some revisions to Section 8.16.040 need to be
made to include newly annexed portions of SR 99. Items 1, 2, and 4 of the
proposed amendment reflect changes to the code in order to include the
annexed areas. None of these modifications involve a change in the cur-
rently signed speed limits on SR 99.
In addition, the Washington State Department of Transportation has re-
quested changes be made to our existing signed speed limits on SR 524.
These changes are a result of in-depth studies which the State has conducted
on SR 524. The attached sketches show existing signed speed limits and the
proposed changes, as requested by W.S.D.O.T. Changes from existing speed
limits include:
Increasing the current 30 mph limit to 35 mph from the East
City limits to 88th Ave. W.
Decreasing the current 30 mph limit to 25 mph on 3rd Ave. from
Edmonds Street to Main Street
Items 7, 8, and 11 of the proposed ordinance amendment reflect the speed
limit changes on SR 524.
I concur with W.S.D.O.T.'s request and recommend approval of the draft ordi-
nance.
