ORDINANCE NO. 2435
AN ORDINANCE OF THE CITY OF EDMONDS, WASHING -
TON, AMENDING SECTIONS 4.04.010, 4.08.040,
4.08.080 AND 4.12.030 OF THE EDMONDS CITY CODE
RELATING TO FEES FOR VARIOUS LICENSES
ADMINISTERED BY THE CITY CLERK.
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Section 4.04.010 of the Edmonds City Code
is hereby amended to read as follows:
4.04.010 LICENSE REQUIRED - FEE
It is unlawful for any person, firm or corporation,
to post, paint, tack or distribute any advertising
matter, circulars, handbills, dodgers, cards,
samples and sample copies or other matter, bills,
or dodgers used to advertise patent medicines,
patent articles, shows or theatrical performances,
or any other purpose for which advertising mater,
signs, posters, circulars, dodgers, cards or other
devices are used, calculated to attract the atten-
tion of the public upon any public street, place,
sidewalk or alley or to the inhabitants of the city
or to their homes, or upon any billboards, fence or
other places, without first obtaining a license
therefor from the city clerk and paying to such
clerk the sum of twenty-five ($25.00) dollars.
Said sum shall be in full payment for such licenses
for a term of one year from the date thereof. Upon
payment of said sum the city clerk shall issue a
written license therefor.
Section 2. Section 4.08.040 of the Edmonds City Code
is hereby amended to read as follows:
4.08.040 ISSUANCE OF LICENSE AND FEES THEREFOR
Upon approval by the city council of the license
application, a license shall be issued to the
applicant by the city clerk; provided that, an
annual license fee of one hundred dollars is paid
for the calendar year, to the city. Every such
license shall expire December 31 of each year and
may be renewed by payment of the annual fee prior
to January 1 of every year. For new licenses
issued after June 30 of any year only one half of
the annual license fee shall be required.
Section 3. Secton 4.08.080 of the Edmonds City Code
is hereby amended to read as follows:
4.08.080 DRIVER - ATTENDANT LICENSE FEES
The license fee for drivers and attendants shall be
ten dollars per year for each person, payable on or
before the fifteenth of January of each year.
Driver's and attendant's license shall not be
transferable. Replacement fee for damages or lost
license shall be one dollar and fifth cents.
Section 4. Section 4.12.030 of the Edmonds City Code
is hereby amended to read as follows:
4.12.030 LICENSE FEES
The license fees for solicitors or peddlers
hereunder shall be as follows:
a. Investigation Fee: New applications for a
solicitor/peddler license shall be accompanied
by a one-time investigation fee of $10.00,
except as provided in subsection B.
B. Annual Fee: On January 1 of each year all
solicitor peddler licenses shall automatically
expire and be null and void unless an annual
license fee of $25.00 is paid to the City
Clerk, provided that for licenses issued after
June 30 of any year, only one half of the
annual fee shall be required. Any license
renewed after June 30 of any year shall be
treated as a new application and subject to the
investigation fee.
C. Associated Solicitor/Peddler Fee: For each
additional person soliciting or peddling under
the principal applicant's license pursuant to
subparagraph B above, a fee of eight dollars
per year per person shall be paid, and such fee
shall not be reduced after June 30 as provided
for annual fees in subsection B.

D. Exemptions: The following persons shall be
exempt from license fees and applications
required under this chapter:
1. Newspaper carriers, and
2. Nonprofit civic, charitable, fraternal,
religious and youth organizations such as
little leagues, boy scouts, girl scouts and
similarly situated nonprofit organizations.
Section 5. If any section, sentence, clause or phrase
of this ordinance should be held to be invalid or unconstitu-
tional by a court of competent jurisdiction, such invalidity
or unconstitutionality shall not affect the validity or
constitutionality of any other section, sentence, clause or
phrase of this ordinance.
Section 6. This ordinance shall be in full force and
effect five (5) days after passage and publication by posting
as provided by law.
