ORDINANCE NO. 2443
AN ORDINANCE OF THE CITY OF EDMONDS, WASHING -
TON, AMENDING CHAPTER 2.10 OF THE EDMONDS CITY
CODE RELATING TO MISCELLANEOUS CITY OFFICERS BY
THE REPEAL OF SECTIONS RELATING TO THE FINANCE
DIRECTOR AND THE DIRECTOR OF ADMINISTRATIVE
SERVICES AND ENACTING IN THEIR PLACE NEW
SECTIONS ESTABLISHING THE OFFICE OF DIRECTOR OF
ADMINISTRATIVE SERVICES AND FIXING A TIME WHEN
THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the City Council desires to streamline its
administrative structures in order that the accounting
manager, city clerk, data processing programming analyst and
personnel manager shall report to the Mayor through the new
position of Administrative Services Director, and
WHEREAS, this streamlining of City administration will
require the combining of former duties previously vested in
the Finance Director and Director of Administrative Services,
now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
DO ORDAIN AS FOLLOWS:
Section 1. Chapter 2.10 of the Edmonds City Code is
hereby amended by the repeal of Sections 2.10.020, 2.10.021
and 2.10.022 relating to the Finance Director, the duties
thereof and references to Treasurer and repealing Sections
2.10.025 and 2.10.026 relating to the Director of Administra-
tive Services and the duties thereof, and enacting in their
place new sections 2.10.020 and 2.10.025 relating to the
Director of Administrative Services and the duties thereof to
read as follows:
2.10.020
There is created the office of Director of Administrative
Services which shall be filled by appointment by the
Mayor, subject to confirmation by the City Council. The
Director of Administrative Services shall serve at the
pleasure of the Mayor and shall be the administrative head
of the Department of Administrative Services.
2.10.025 DIRECTOR OF ADMINISTRATIVE SERVICES - DUTIES
In addition to other duties assigned by the Mayor, the
Director of Administrative Services shall have the
following duties:
A. Under the general direction of the Mayor the Director
shall plan, organize and direct the financial, data
processing, record service and personnel functions of
the city. In addition, the Director shall:
1) Administer the insurance and risk management
program;
2) Organize and direct the activities of the
administrative services department;
3) Through the Division of the Accounting Manager,
oversee and direct the maintenance of financial
operations;
4) Through the Division of Data Processing and
Programming, oversee and direct the maintenance of
information processing operations;
5) Through the Division of the City Clerk, oversee
and direct the maintenance of record service
operations;
6) Through the Division of the Personnel Manager,
oversee and direct the maintenance of personnel
operation and the functions of labor negotiations,
employee training and development, safety,
recruitment/employment, maintenance of employee
records, and other personnel matters prescribed by
law and ordinance;
7) Approve all selections, transfers, promotions,
performance evaluations and termination of
employees assigned to the department. These

functions shall be conducted for and on behalf of
the respective division managers;
8) Advise the Mayor, managerial staff and City
Council regarding budget preparation process, the
consequences of fiscal alternatives and the
presentation and recommendation of options in
those regards;
9) Assure through his function as insurance and risk
manager that risks and losses are minimized,
insurance coverage is adequate and properties of
the city are properly insured;
10) Approve purchases of materials, services and
equipment where the cost exceeds the amount
referenced in the City's purchasing manual and is
less than that established for statutory bidding
procedures by state law;
11) Assure the maintenance and operation of all real
properties of the city; and
12) Serve on the Fireman's Pension Board, the Munici-
pal Employee Benefit Trust Committee, and other
organizations as determined by the Mayor. The
Director shall maintain contact with other juris-
dictions and the private sector in regard to
fiscal matters.
B. Any reference made in these ordinances to duties
assigned or the responsibility of the Finance Director
or Treasurer shall be construed to refer to the
Director of Administrative Services or his/her
designee.
Section 2. The position of Director of Administrative
Services is hereby established to have a grade of E-10 under
the current salary program. The Director of Personnel is
hereby instructed to record this grade in the salary records
of the City.

Section 3. This ordinance shall be in full force and
effect five (5) days after passage and publication by posting
as provided by law.
