Section 6409 (a) Modification Worksheet
Purpose: This letter is to verify that T-Mobiles proposed project is an Eligible Facilities
Request Per ECDC 20.50.080.
This letter is provided to verify that T-Mobiles proposed collocation or modification to an
existing facility qualifies as an eligible facilities request or if it would cause a substantial
change as defined by ECDC 20.50.080 and the FCC Section 6409(a) of the Middle -Class
Tax Relief and Job Creation Act of 2012 (Spectrum Act) (47 U.S.C. § 1455(a)).
Pursuant to Section 6409(a) an application for review under Section 6409 (a) must answer
two general questions: (1) is the proposed modification an eligible facilities request and
if so, (2) will it cause a substantial change?
