Hi Emily,
Approved construction hours for week days for ROW permits are 7 AM to 6 PM. So if crews can complete the daily work
within those hours on week days and do the entire crane breakdown, that will be fine. Will those hours work for PUD?
Weekend work hours are 10 AM to 6 PM, FYI, and no work can occur on Sundays or Federal Holidays, FYI.
Thanks,

Hi Natalie,
The engineer on this project has provided the following feedback:
The crane will be broken down each night and the road reopened to full operation, if that's what the city prefers. The
crane will be brought back to the PUD yard. Crane setup/breakdown is time consuming so if the City will allow maximum
working hours of say8Ahl to , that would help the crews finish the project with haste.
Take care,

Hi, Natalie. Please see the attached detour plan from our engineer.
Here are responses for information requested. Please let us know if you need anything else!

- This project was anticipated to start the week of 6/21 and last for the entire week, Monday
thru Friday. I believe Edmonds School District's last day of school is 6/24, so if waiting until
6/28 to start the project is better for everyone, we can tentatively plan to start that week
instead.
- Ideal work hours for this project would be 8AM to 6PM to help ensure the project can be
finished by the end of the week. The road could be reopened at the end of each work day if
that's what the City prefers.
- Our team can coordinate with customer's who's driveways are within that work zone that
may be blocked during the project so they can still enter and leave their homes as needed.
- Pedestrians can be escorted through the work zone as needed.
- Cranes shall be positioned within the zone identified in the plan but exact location and angle
of the crane with outriggers will be determined by the operators.

Hi Kirsten,
Please submit a revised traffic control plan that includes a detour route for when the crane is in the
road. Please include the timing that you anticipate, including if the crane can be moved at the end of the
day or if the road will need to remain closed or partially closed for the entire duration. On the revised

Since there is a school down the street, the preference would be for the work and road closure to only
occur during hours that school is in session so that at least a lane of traffic can be open during pick up

Once a revised plan is provided for review, Engineering will review the detour route with the police and
fire departments.

Subject: Issued ROW Permit ENG2021-0071- T-Mobile Perrinville
Good morning. Our engineer for this project (ENG2021-0071 - T-Mobile Perrinville) met on site with the
construction team and crane operators yesterday morning to discuss the logistics of setting heavy
equipment up to replace the T-Mobile equipment. Unfortunately, the consensus was the only way to
safely work this site to replace all pole mounted equipment would be to close the road and set up a
detour. There is just not enough space to set both a crane and high -ranger bucket up with outriggers
engaged and allow traffic to safely flow.
If PUD is to work this project, that is, to complete the T-Mobile upgrade on our steel transmission pole, a
road closure with detour in place will be needed. We are happy to meet on site with the city to discuss
the setup and further explain as needed. In short, due to the configuration of the pole with wires
attached via an alley arm and service drops stretched in every direction, a crane will need to be

Hello Natalie,
I have revised the description on Page 1 of the application and attached it.
1) To confirm, the scope of work matches exactly what T-Mobile proposed on their drawings as this work is being
driven by them. It is a PUD pole with energized lines and so our qualified electrical workers must perform said
work. The existing steel pole will remain the same and no modifications to the pole itself shall be made. Here is
the scope of work pulled directly from T-Mobile's drawing, page T-1.
TOWER SCOPE:
• REPLACE EXISTING ANTENNA MOUNT
• REPLACE (3) HEX W/ (3) OCTO
• INSTALL (3) AEHC
• INSTALL (3) AHLOA, (3) AHF1G
• INSTALL (1) HCS 2.0 CABLE W/ PENDANT
• INSTALL (1) HCS 2.0 CABLE W/ PENDANT AND VOLTAGE BOOSTELi
• REMOVE (6) DIPLEXER
• REMOVE (3) TMA
• REMOVE (12) 1-5/8' COAX
2) We understand only a single lane closure with intermittent road closure will be approved and to minimize road
closures as much as possible.
Please let me know if any additional information is required and I'll get it to you as soon as possible.
Thank you,
