Your parcel is on a steep slope that has a portion of Terrace Creek running along the northeast edge of the parcel. The slope and stream are critical areas pursuant to Chapters 23.40, 23.80 and 23.90 of the Edmonds Community Development Code (ECDC). The tree is located on the slope and potentially within the stream buffer. Generally, the removal of trees or vegetation within a critical area or critical area buffer is not an allowed activity unless it involves the removal of invasive species or hazard trees pursuant to ECDC 23.40.220.C.8. I visited your property on July 9, 2021. Two alder trees had recently fell and a remaining alder had obvious signs of rot and structural issues as evidenced in the attached photo. According to ECDC 23.40.220.C.8.b.ii, tree cutting is limited to pruning and crown thinning unless otherwise justified by a qualified professional. Where pruning or crown thinning is not sufficient to address the hazard, trees should be removed or converted to a wildlife snag. We discussed turning the alder tree into a wildlife snag which seemed like it would eliminate the hazard and still provide habitat in the stream corridor. A hazard tree cutting exemption is granted per ECDC 23.40.220.C.8.b with the following conditions: 1. This review only applies to the alder tree identified in the attached photo. 2. A minimum of two replacement trees must be planted in the general vicinity of the removed tree. The replacement trees must be native and indigenous in accordance with ECDC 23.40.220.C.8.b.iv. Evergreen replacement trees must be at least six feet in height as measured from the top of the root ball and deciduous trees must be a minimum of one-two inches diameter at standard height. The replacement trees may be planted at a different, nearby location if it is determined that planting in the same location would create a new hazard or potentially damage the critical area. 3. The replacement trees must be installed within one year of the removal of the hazard tree. Please provide photos of each of the planted replacement trees.
