SW Hazard Tree Removal Dear Mr. Rouse, The City of Edmonds has received a request to remove a hazard trees on the property located at 7817 — 182nd Place SW. Slopes on the subject property are exceed 40% according to the City's LiDAR information. These slopes are considered potential landslide hazards which are a type of critical area pursuant to Edmonds Community Development Code (ECDC) 23.40 and 23.80. Generally, the removal of trees, or any vegetation, within a critical area or critical area buffer is not an allowed activity, unless, pursuant to ECDC 23.40.220.C.8, it involves the removal of invasive species or hazard trees. A tree risk assessment form prepared by certified arborist Bryan Petitclerc documents a hemlock tree located on the subject property as a high risk. Since the tree was classified as high risk, the removal of this tree falls under the allowed activity provision of ECDC 23.40.220.C.8.b. Hazardous trees that are removed under ECDC 23.40.220.C.8.b are required to be replaced at a ratio of 2:1 with trees that are native and indigenous to the area. The cover letter submitted with the request indicates that two big leaf maple trees will be planted as replace trees. An exemption for the tree cutting is granted with the following conditions: 1. This approval is only for the removal of the hemlock tree identified in the attached materials. 2. Two replacement trees are required to replace the hemlock tree being removed. The proposal is to plant two big leaf trees. The replacement trees may be planted anywhere on the property to provide flexibility and minimize need for future problems as the trees grow. Pursuant to ECDC 23.40.220.C.8.b.iv, replacement trees are to be one to two inches in diameter at breast height (dbh) for deciduous trees and a minimum of six feet in height for evergreen trees as measured from the top of the root ball. 3. If the identified replacement trees cannot be found in the required size, substitute replacement trees that are native and indigenous to the area may be approved by the Planning Division. Please contact the City before substituting replacement tree species. 4. Replacement trees must be planted within one year of removal. Please call for inspection after trees have been planted.
